Duties and Responsibilities
1. Introduction and background Accurate and comprehensive gender statistics are important to assess whether progress is being made towards achieving gender equality, identify key gender inequalities where policy interventions are necessary and assist countries in meeting their reporting obligations under global and regional human rights treaties. However, the availability of quality gender statistics remains a major problem in African countries, especially in fragile ones. In response to these data challenges, the African Development Bank (AfDB) has provided financial support to ECA for the Capacity Building for Gender Statistics and Monitoring Systems (CB-GenSMS) Project in Burundi, Mozambique, South Sudan, and Zimbabwe. The project is being implemented jointly by the African Centre for Statistics (ACS) and Gender Equality & Women’s Empowerment Section (GEWES) and covers 2022 through 2025. It aims to strengthen the statistical systems of the beneficiary countries to produce quality gender statistics to meet policy and reporting commitments. It consists of three workstreams, namely: (I) Time-use Surveys; (II) Development of National Gender Monitoring Frameworks; and (III) Mainstreaming Gender into the National Strategy for the Development of Statistics. Under workstream II, beneficiary countries will be supported in designing and implementing participatory National Gender Monitoring Frameworks to enable future tracking and reporting progress towards gender equality. The frameworks will be tested as part of the national-level reviews of the Beijing Declaration and Platform for Action (Beijing +30 national reviews). Based on the sets of identified gender indicators and data availability at the country level, a ‘gender fact sheet’ will be prepared. Four national consultants – one for each beneficiary country – will be recruited to support the beneficiary countries under this workstream. The consultants will work very closely with an international consultant who will provide technical leadership for Component II and the relevant Ministries responsible for Gender and Women’s Affairs. 2. Objectives The ultimate objective of the consultancy is to support the beneficiary countries to produce quality gender statistics to meet policy and reporting commitments. More specifically, the consultants will be responsible for conducting situation analyses of the gender monitoring systems in the beneficiary countries and provide support to the Ministries responsible for gender and women’s affairs to design and implement participatory National Gender Monitoring Frameworks to enable them to monitor progress in achieving gender equality, integrate gender in national development planning and meet their reporting obligations on gender equality commitments. 3. Duties and responsibilities Working under the overall leadership of the Chief of the Demographic and Social Statistics Section/ACS and Chief of GEWES (The Task Managers), the technical leadership of the international consultant for component II and in collaboration with the Ministry responsible for Gender and Women’s Affairs, each of the four consultants will undertake the following tasks for the beneficiary country to which s/he is assigned: (a) Finalise the situational analysis report to assess the existing monitoring and reporting mechanisms for gender indicators, including relevant institutional mechanisms. (b) Based on the situation analysis, propose a National Gender Monitoring Framework including indicator framework and institutional mechanism to monitor and report on progress in meeting commitments on gender equality and the empowerment of women. (c) Provide inputs and review the gender fact sheet. (d) Organize a national workshop to review the draft situation analysis report. (e) Organize national-level stakeholder meetings to inform the development of a National Gender Monitoring Framework. (f) Organize a national workshop to discuss the proposed National Gender Monitoring Framework. (g) Support the Ministry responsible for gender and women’s affairs to assess the process for undertaking the national Beijing +30 review.
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in Social Sciences, Humanities, Gender and Development Studies, Economics or in a suitably relevant field is required. A minimum of five years’ experience related to Gender and Development in the context of the beneficiary country is required. Previous experience in similar assignments in gender statistics is desirable.
Languages
English and French are the working language of the United Nations. Fluency in oral and written English is required. Knowledge of the other language is an advantage.
