JOB DESCRIPTION

Your Role

As an Associate Procurement Officer, you will assist in the hiring and engagement of individual consultants (Staff and TA consultants) as well as in administering and monitoring the accepted contracts, preparation of reports and statistics on use of consultants, systems review, conducting orientations and general administration of the Individual Consultant System (ICS).

You will:

Under the guidance of supervisor, will contribute independently to the work unit by completing a variety of tasks assigned, covering all or a combination of the following functions:

  • Contract Negotiation – engage individual consultants by negotiating contracts, provide detailed analysis and evaluate proposals vis-à-vis technical requirements, obtain clarification where terms are unacceptable, and finalize recommendations ensuring that negotiated agreements are in accordance with Bank policies and guidelines.
  • Contract Administration – ensure the timely and efficient delivery of consulting services by regular monitoring of the project status/outputs and costs against contract terms and conditions, analyze and resolve issues that may affect service implementation.
  • Facilitate consultants’ mobilization and the interface of consulting firms/individual by ensuring that proper contract documents and remuneration requirements are done, conduct orientations on ADB policies and procedures, and provide assistance and liaison required for the duration of the project.
  • Perform other duties as may be assigned and reflected in the incumbent’s workplan.

Qualifications

You will need:

  • Bachelor’s degree in Accounting, Management, Business Administration, Engineering or Law preferably with advanced training
  • At least six (6) years of relevant professional experience
  • Excellent written and verbal communication skills in English, including report writing
  • In-depth knowledge of the ADB and other similar multilateral development banks’ policies, guidelines and practices on engagement and administration of consultants.
  • Familiar with the business practices of the consulting industry.
  • Knowledge of ADB-adapted computer applications and familiarity with database management systems used by ADB and other similar multilateral development banks.
  • Ability to work effectively in a team-oriented environment, lead a team, and to guide Administrative Staff (AS) to facilitate work planning, delivery, quality review
  • Good communication and interpersonal skills in a multicultural and multiple expertise professional environment.
  • Good contract negotiation skills.
  • Able to work collaboratively with teams as a constructive team member.
