Senior Specialist/Specialist – Housing and Urban Development (Development Effectiveness)

As part of IDB’s commitments to achieving impact and scale through its operations, the Vice Presidency for Sectors and Knowledge (VPS/VPS), will be rolling out at the sector level a new Development Effectiveness Framework (DEF). This will entail the implementation on development effectiveness practices for project preparation, execution, supervision, and monitoring and evaluation, while improving capabilities for managing portfolios based on results; improving development effectiveness capacities in the division; and supporting the generation and use of knowledge, data and lessons learned to enhance development effectiveness of the Bank´s operations.

 

About this position

 

We are looking for a dynamic, energetic individual to help improve impact in HUD’s operations, including their relevance, effectiveness, efficiency, and sustainability through improved design, implementation, and evaluation.

 

 

The Housing and Urban Development Division (HUD), part of the Climate Change and Sustainable Development Sector (CSD), provides strategic guidance and analytical and operational support to the institution and its clients in city and territorial planning, sustainable and resilient urban development, and housing.

 

What you’ll do

You will bring innovative knowledge in the areas of development effectiveness and project economics analysis, and apply your experience to:

 

  • Support the rolling out of the new Bank’s Development Effectiveness Policy Framework and, impact monitoring tools (e.g. sgDelta), ensuring compliance within HUD;
  • Support improvement of HUD’s project performance throughout the project cycle in line with and beyond the existing Action Plan, finding opportunities and accompanying team leaders at different stages from design, through implementation, to project closing;
  • Support, guide, and provide to the team leaders support in the preparation of key project approval documentation associated with development effectiveness, including but not limited theory of change, logical framework, results matrix, development effectiveness matrix or sgDelta, and/or monitoring and evaluation plan.
  • Support the preparation of economic analyses, ensuring the use of the best available information, appropriate choice of methods, and identification of main assumption.
  • Support the curation of operational lessons at the sector and foster its adoption in the design and execution of project in the HUD portfolio.
  • Support the teams in the preparation of analytical knowledge products, including impact evaluations, and their dissemination.

What you’ll need

 

Education: Master’s degree or equivalent, in economics, evaluation or a related field relevant to this position.

Experience: At least six years of relevant professional and international experience in economic analysis, monitoring and evaluation, and development effectiveness. Excellent interpersonal, problem-solving, and team skills with the ability to find balanced, pragmatic, and implementable solutions in a multi-disciplinary context. Specific experience managing strategic alliances (with donors, private sector, and international organizations) and policy dialogue with governments is a plus

Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese would be a plus.

Requirements

Type of contract and duration

International staff contract, 36 months initially, renewable upon mutual agreement.
