This position is located in the Secretariat of the Regional Agreement on Access to Information Public Participation and Justice in Environmental Matters in Latin America and the Caribbean (the Escazú Agreement) at the Sustainable Development and Human Settlements Division. The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region’s economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Responsibilities
Under the direct supervision of the Legal Officer and the overall supervision of the Chief of the Division, the Sustainable Development Officer will support the discharging of secretariat functions of the Regional Agreement on Access to Information, Public Participation and Justice in Environmental Matters in Latin America and the Caribbean and be responsible for the following duties: • Develop sustainable development databases and qualitative information required for recurrent or ad-hoc assignments. • Draft inputs for technical papers and analytical studies on sustainable development issues. • Formulate, identify and analyze project proposals on sustainable development issues. • Attend international, regional, and national meetings for consultations with colleagues in other institutions dealing with sustainable development issues. • Assist in the organization and servicing of expert group meetings, seminars, etc. on sustainable development issues. • Prepare speeches and other inputs for presentations by senior staff on sustainable development issues. • Follow intergovernmental meetings, prepares summary reports and provides substantive support, as needed. • Participate in missions on sustainable development issues, usually as a member of a team. • Organize training seminars/ workshops for national experts addressing sustainable development issues. • Monitor, backstop and assess the implementation of capacity building projects in sustainable development. • Perform other duties as required, including administrative tasks. • Undertake on-the-job and other training activities both internally and externally. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education
Advanced university degree (Master’s degree or equivalent) in sustainable development, economics, public policy, public administration, finance, natural resources management, engineering, law, social sciences or related field. A first-level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
Technical or vocational certificate in environmental matters is desirable.
Work Experience
A minimum of five years of progressively responsible relevant experience in sustainable development research and analysis, policy formulation, application of environmental democracy principles in development programmes or related area is required. Working experience on participatory process, theories or policies is required. Working experience in civil society engagement is required. Experience un managing statistics packages is desirable. Experience in organizing and servicing of intergovernmental or academic meetings is desirable. Knowledge of and/or experience with international environmental commitments of countries of the region is desirable. Experience working in the United Nations system or similar international organizations is desirable. Experience in research and analysis, policy formulation and application of environmental principles (including Principle 10 of Rio Declaration) in development programmes or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat and Spanish is a working language of ECLAC. For the position advertised, fluency in both English and Spanish is required.

United Nations Considerations
