JOB DESCRIPTION

Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

The FAO Climate Change and Environment Protection Programme Coordinator shall operate under the overall guidance and responsibility of the FAOR and the direct supervision of the Assistant FAO Representative in Georgia (FEGEO) and technical guidance of the Lead Technical Officer (LTO) in the FAO Regional Office for Europe and Central Asia (REU). The NPC will work in close collaboration with representatives of the national government as well as technical officers, international consultants and national specialists in the FAO Country Office.

Technical Focus

Provide technical expertise for the appropriate planning, development and implementation of the FAO project and timely delivery of the project outputs.

 

Tasks and responsibilities

The position will primarily support the work of the FAO’s Green Climate Fund (GCF) readiness project „Strategic Readiness to support the Updated NDC and its Climate Action for Georgia: Transforming Agriculture Sector through Low-Emissions and Climate-Resilient Pathways“ and ensure overall support of the organization in the areas of sustainable development and climate change. More specifically the assignment shall include the following tasks and responsibilities:

•    Develop and monitor a full GCF Readiness project work plan and associated expenditure plan in coordination with administration and financial units.
•    Prepare bid documents including TORs for project experts/consultants working on the various aspects of the project and to the selection process.
•    Support International Agriculture Specialist in the assessment of the agriculture sector and its subsectors, in line with the project work plan.
•    Coordinate with the relevant national stakeholders, especially the NDA to ensure maximum delivery and participation in project activities.
•    Coordinate timely and quality implementation of overall project components providing technical support and ensuring appropriate linkages among the components and among consultants and concerned actors.
•    Ensure that the project team has an integrated approach to developing climate change policies in Georgia.
•    Monitor the progress of project activities being implemented by consultants, provide feedback on their performance and coordinate with the project board to take corrective measures as needed.
•    Coordinate logistical arrangements with national stakeholders for the various consultancies under the project.
•    Coordinate the development and dissemination of awareness raising materials at the various levels in coordination with communication unit.
•    Prepare workshop, training reports to the GCF using standard formats and submit to FAOR.
•    Develop and contribute to the project reports including final report (in accordance with GCF reporting requirements).
•    Ensure that the standard FAO and GCF requirements are fulfilled.
•    Support regular monitoring of project progress, results and risks, including social and environmental risks.
•    Assist Assistant FAO Representative in Georgia to represent FAO at climate- and environmental protection related events and meetings at various levels.
•    Assist in coordinating the FAO contribution to UNSDCF and providing inputs for FAO as well as for joint UN workplanning in the area of climate change and environmental protection.
•    Assist in developing the policy papers and briefing notes related to FAO’s work in the area of climate change and environmental protection.
•    Assist in developing new FAO project proposals in the related technical areas.
•    Undertake any other task as requested by Direct Supervisor.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements    

•    Advanced degree in environmental studies, natural resource management, sustainable development, international development, international relations or closely related field;
•    At least five (5) years of relevant experience in project management and/or coordination of environmental projects, or related disciplines with an international or national NGO, government organization, or UN organization in a multi-cultural office environment is required;
•    Working knowledge of English and Georgian. Any additional FAO language will be considered advantageous.
•    National of Georgia.

Technical/Functional Skills

•    Strong understanding of Georgian climate and agriculture policy context and priorities;
•    Understanding of the Paris Agreement, Sustainable Development Goals (SDGs) and overall 2030 Agenda, its elaboration, and implementation process, as well as food systems transformations’ contribution to the 2030 Agenda;
•    Experience in managing development programs/projects, results-based management and M&E;
•    Experience in resource mobilization, proposal writing, and partnership building;
•    Relevant experience in project management and implementation capacity development climate and agriculture policy analysis;
•    Experience in organizing stakeholder meetings or workshops with national and international participants;
•    Experience in multi-stakeholder analysis, and in mobilizing or creating awareness about development projects;
•    Excellent capacity to work with a wide range of actors (UN staff, national counterparts, civil society, private sector);
•    Professional experience in public policy, policy advice, statistics, analysis and/or cooperation policy would be an asset;
•    Excellent verbal and written communication skills;
•    High level of digital literacy and ability to use software critical for smoot implementation of the project;
•    Positive, constructive attitude and good ability to work in a team, even under difficult circumstances;
•    Sense of responsibility, result orientation, and ability to deliver quality products timely.
•    Working experience with or within FAO or the UN system and a good understanding of its operations will be advantageous;
•    Proactively coordinating and adaptively responding to the changes pertinent to the project implementation;
•    Well-informed of micro and macro-level processes and has the ability to identify trends that are relevant for the project implementation.
