UNDP Rule of Law Programme in Pakistan is working to strengthen the rule of law and to ensure equal access to justice, particularly for women and marginalized groups across Pakistan in Khyber Pakhtunkhwa (KP) including the Merged Districts, Balochistan, Gilgit Baltistan, and Islamabad Capital Territory (ICT). Going forward the Programme also intends to possibly expand geographical coverage to Sindh, Punjab and Azad Jammu and Kashmir. Working in close collaboration with a range of government, rule of law, and justice sector institutions, the overall Programme of work aims to enhance security and justice sector governance to sustain peace and stability for the longer- term in Pakistan.

The overall Programme activities and interventions therefore directly correspond with the government of Pakistan’s strategies and commitments to rule of law and justice reforms as well as improving the efficiency and effectiveness of institutions to deliver accountable and affordable security and justice services to the public.

As such the Programme implementation is guided by the following three strategic objectives:

  • Support reform processes to ensure delivery of people-centered justice.
  • Enhance access to justice for all, particularly women and less privileged groups.
  • Improve service delivery of the security sector in line with constitutional safeguards and international standards.

Against this backdrop, the provision of infrastructure development support to the law enforcement agencies such as the police, anti-narcotics force (ANF) and the judiciary is an important cross-cutting work strand of the programme’s main strategic objectives. Furthermore, the Programme is potentially expected to assist the rehabilitation of judiciary and prosecution infrastructure destroyed by the recent devastating floods in Pakistan. To date the Programme has established a regional training center for police in Swat, rehabilitated a total of 62 police stations into model police stations in KP province, upgraded the police training college in Hangu to increase its capacity to accommodate and train more police officers and more recently completed a project to construct multipurpose hall and student barracks for police trainees in Police Training Centre in Quetta. Similarly, at present the Programme is also supporting the construction of a joint police training college (Nowshera), hostel for ANF women officers (Islamabad), multiple buildings for the Balochistan police training college (Quetta) and building extensions to the ANF Academy (Islamabad).

UNDP Rule of Law Programme is implemented with generous funding from the European Union, Bureau of International Narcotics and Law Enforcement Affairs (US -INL), and the Government of Japan.

Duties and Responsibilities
Under the supervision of Rule of Law Manager Operations & Finance, the ‘Project Engineer Specialist’ is expected to achieve the aforementioned deliverables, working in close collaboration with the Programme’s Engineering, Programme and Monitoring and Evaluation (M&E) teams.
The ‘Project Engineer Specialist’ will manage and oversee all infrastructure development /construction projects under the Rule of Law Programme in Khyber Pakhtunkhwa, Balochistan, Islamabad, and rest of Pakistan including possibly in Sindh under the UNDP Pakistan, Rule of Law Programme. The incumbent will be responsible for effective management, planning, coordination, budget review, quality assurance and overall oversight of all infrastructure development work implemented by the Rule of Law Programme in Pakistan. The incumbent will be responsible for managing a small team of project engineers (e.g. four) and will work under the overall supervision of the Rule of Law Programme Manager.

The ‘Project Engineer Specialist’ will be responsible for the following functions under the overall guidance and supervision of the Manager Operations & Finance, Rule of Law Programme:

  • Assist in managing a small team of team of approximately four national engineering professionals and two UN Volunteers (UNVs), and ensure sound project planning and  timely business  continuity in all construction work related activities implemented under the Rule of Law Programme across multiple provinces in Pakistan including through  project management and constructive technical advice to the Rule of Law Programme engineering team to implement activities in line with annual work plans and project budgets.
  • Partnership building and coordination with Rule of Law Programme’s infrastructure development project partners i.e. police, ANF, the judiciary, and donors to ensure timely and efficient project delivery and also proactively engage in improving coordination and collaboration with implementing partners.
  • Develop and implement effective processes and procedures to regularly oversee and ensure timely implementation within budget and trouble shooting of  infrastructure development service providers i.e. design consultants and construction companies hired by the UNDP Role of Law Programme and  amongst others the tasks will include regular budget and activity monitoring, quality assurance and oversight of direct and third party service providers, regular tracking of cost and resource variations, regular site supervisions involving both in- person and remote modalities, risk management and timely trouble shooting.
  • Assist in managing daily oversight and quality assurance of all construction projects of the Programme in close coordination with UNDP Rule Law Programme Engineering and Programme Teams including sitting on technical advisory panels to evaluate and assess infrastructure bid proposal, conducting regular progress meetings with service providers, project partners, and undertaking site / field visits.
  • Assist and support in the development and overall quality assurance of Rule of Law Programme infrastructure development projects related documents and reports including BoQs, quantity surveys, third party structural evaluations, infrastructure development progress reports and related documents in close collaboration with the Rule of Law Engineering, Programme and M&E teams as well as project partners.
  • Provide technical advice and guidance to further develop UNDP engagement, and its impact on Rule of Law and Justice infrastructure development/ rehabilitation support initiatives in furtherance of security and justice sector institutional building in Pakistan, identify new/ innovative and context specific areas of engagement, and assist in the development of new concept notes/ proposals for future programming to advance UNDP Pakistan CO work in this sphere.

Required Skills and Experience
Education:
  • Advanced university degree (master’s degree or equivalent) in Civil Engineering or related field is required, or
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
  • Minimum five years (with Master´s degree) or seven years (with Bachelor´s degree) of professional experience in civil engineering or related field on infrastructure development projects.

  • Experience in gender sensitive infrastructure development will be an advantage.
  • Knowledge of direct and third-party contract management is an asset.
  • Previous experience with UN/UNDP or international development sector is an added advantage.
  • Knowledge of social and environmental risk management, mapping and/ or monitoring will be an added advantage.
  • Previous experience on civil work project implementation in Balochistan will be an added advantage.
  • Knowledge of procurement and UN System rules and regulations will be value added.

Language requirements:

  • Proficiency in English and Urdu is essential.
  • Knowledge of other local languages i.e. Pashtu will be an advantage.

Travel:

  • The Project Engineer will be based in the UNDP Pakistan Sub- Office in Peshawar, and he/she is expected to travel to all Rule of Law Programme civil work projects implementation locations in Pakistan.
