BACKGROUND
The United Nations Development Programme (UNDP) is the leading development organization in Timor-Leste. Since 1999, UNDP has been part of the country’s success in many fields including its democratic reforms, conflict transformation, green solutions, and the development of the Sustainable Development Goals (SDGs).
For the SDG, UNDP puts strong emphasis on communications and outreach activities/campaigns carried out through social media. UNDP within its current Country Programme (2021-2025), UNDP focuses on strengthening democratic governance, promoting economic prosperity, and addressing climate change. UNDP plans to produce various multimedia products such as short documentaries, events reports, influencer videos, high-quality photography, public service announcements, infographics, human stories, blogs, project briefs, presentations on programme results, video graphics to promote UNDP’s work in Timor-Leste and enhance public discussion and awareness on the issues related to SDGs.
Under the guidance and direct supervision of the Resident Representative (RR), the Communications Analyst supports strategic communication of all UNDP projects, leads the implementation of the corporate communications strategy, as well as provides inputs to the design, management, and implementation of the Country Office (CO) communications strategies which are geared to influence the development agenda, promote public and media outreach and mobilize political and financial support for UNDP.
Position Purpose:
Under the guidance and direct supervision of the Resident Representative (RR) and/or Deputy Resident Representative (DRR), Lead the Country Office’s Communications Unit and collaborate with all CO teams and projects for the implementation of internal and external communications and outreach strategies, publications strategy, and plan. Support to UNDP projects to communicate their work and results to larger audiences and stakeholders
Facilitation of knowledge building and knowledge sharing
KEY DUTIES AND RESPONSIBILITIES
1.) Lead the Country Office’s Communications Unit and collaborate with all CO teams and projects for the implementation of internal and external communications and outreach strategies, publications strategy and plan focusing on the achievement of the following results:
- Develop CO communications materials and manage the unit
- Development Country Office’s communications strategy and annual work plans.
- Develop communication and advocacy instruments and materials for marketing and awareness-raising campaigns, including briefing materials and press releases for CO events in coordination with relevant staff members;
- Prepare and disseminate CO newsletter/other publications to donors, and other relevant partners to support information dissemination and visibility;
- Identify and develop storylines for publications and substantive articles contributing to debates on key development issues;
- Management of CO publication activities, such as drafting articles/stories/news, website contents, norms for publishing, design, liaise with the press and other suppliers to ensure timely production and publications dissemination.
- Coordinate staff of the communications unit. Review, discuss and approve individual performance plan and provide management support to achieve the agreed targets;
- Launches and campaigns
- Promotion and dissemination of corporate advocacy materials for launching flagship initiatives and publications such as the Human Development Report.
- Promotion and maintenance of public information campaigns on UNDP activities, Sustainable Development Goals and celebrating/commemorating International Days under the supervision of the Resident Representative.
- Outreach and advocacy
- Maintain close contact with local journalists, and provide support to building partnerships with media.
- Undertake field visits to cover success stories for UNDP publications such as the Website.
- Ensure effective dissemination of advocacy materials to donors, Government partners, civil society and the media.
- Support in administrating UNDP websites and social media.
- Organize media visits, press conferences and maintain a good relationship with the media.
- Develop communications materials like country office fact sheets, project fact sheets, infographics, etc. to share with stakeholders.
- Translate communication materials between Tetun – English
2.) Support to UNDP projects to communicate their work and results to larger audiences and stakeholders focusing on achievement of the following results:
- Support projects to develop their various events for communications and advocacy
- Develop appropriate communications products and conduct activities that ensure effective communication with targeted audience(s)
- Support projects on communications activities such as photography, video, and interviews with stakeholders and beneficiaries
- Prepare media advisories and press releases in English and Tetum and organize press conferences.
- Produce and manage UNDP in-house audio-visual productions based on CO’s and project’s works.
- Support logistics, procurement for communication-related activities
3.) Ensures facilitation of knowledge building and management focusing on the achievement of the following results:
- Identification and synthesis of best practices, success stories, and lessons learned directly linked to programme country goals and activities.
- Contributions to knowledge networks and communities of practice
- Organize communications-related training for UNDP staff such as photography, writing, designs, etc.
- Timely and effective responses to inquiries for public information materials.
- Ensure various publications are available for dissemination on hard copies and soft copies
- Track and monitor national media and social media and report relevant information to CO staff
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

QUALIFICATIONS
Education:
- Master’s degree or equivalent in Communication, Journalism, Information Technology, English, Development studies, international relations, or other relevant fields.
OR
- In lieu of a Master’s degree, a Bachelor’s degree with an additional 2 years of experience will be given due consideration
Experience, Knowledge, and Skills:
- 2 years with a Master’s degree holder or 4 years, if Bachelor’s degree holder of relevant experience at the national or international level in Communications media relations, public information, and development communications;
- Proven skills in drafting reports, blogs, press releases, event reports, etc.
- Proven experience in using social media and online communication and media tools.
- Organizing key events such as workshops, conferences
- Excellent oral and written skills; excellent drafting, formulation, and reporting skills.
- Experience in video and photo editing and design infographics
- Solid overall computer literacy, including proficiency in various MS Office applications (MS Word, PowerPoint, Excel) and communications-related applications such as Adobe PhotoShop, In Design, Illustrator, Premier, and Final Cut Pro;
Language Requirements:
- Fluency in English and Tetum is required.
- Knowledge of Portuguese is an asset.
