Unit Description:  

UNDSS is an element of the United Nations Security Management System (UNSMS), which is an UN system-wide approach to security. It encompasses policies, guidelines, processes, and security personnel aimed at managing security risks to the UN system in order to enable UN system activities in India. The UNSMS is composed of all UN system organizations grouped under the Inter-Agency Security Management Network (IASMN).
This represents work of a specialized and comprehensive support nature, progressing to integrated execution at the higher level; this work requires appropriate educational background and relevant work experience.

Job Purpose and Scope of Work: 

A. Main Purpose:

This position is located in the Department of Safety and Security in the field office of New Delhi, India. Under the overall guidance and supervision of the Security Adviser or the Deputy Security Adviser, the Field Security Associate (FSA) assists in the implementation of security operations and all matters relating to the management of safety and security for UN personnel in India.

FSAs are required to conduct field missions outside Delhi NCR to certain areas with different levels of risks, where there maybe presence of disruptive elements, as well the need to interact with different communities and cultures.

 B. Duties and Responsibilities: 

1) Assists the Security Advisor (SA) / Deputy Security Advisor (DSA) in collecting, updating, and
communicating information regarding the security situation in the country:

-Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation.
-Supports to assess the security situation in the country and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the SA/DSA.
-Communicates information on security to the heads of United Nations agencies and provides host country security advice to UNDSS in the absence of the SA/DSA, as required.
-Maintains regular contacts with Security Focal Points of UN agencies.
-Provide technical assistance at SMT meetings, in the absence of the SA/DSA (as requested)
-Maintains liaison with commercial companies used for UN security at offices and residences, in order to ensure the effective and efficient use of the guard force.

2) Assists in maintaining the Security Plan, including updating staff lists:

-Supports in the preparation and review of the UN Security Plan.
-Supports actions during the implementation of the Security Plan, as required.

3) Assists in the conduct of the Security Risk Management (SRM) and assists in monitoring compliance
with the arrangements of the Security Risk Management Measures (SRMM). Also assists with the
compilation of data required for the SRMM Self-Assessment Programme.

4) Assists in reporting security incidents affecting UN staff, offices and assets, and assists in the preparation of security reports, such as the Security Incident Report, the Security Assessments and the Country Briefing Notes (CBN).

5) Provides support in organizing and conducting training courses on security awareness and preparedness and providing security orientation to newly assigned staff members. Conducts security briefings, as required.
6) Performs other security-related tasks assigned by the SA/DSA:

  • Provides support in conducting security evaluations and provides advice on security measures for the residences (Residential Security Measures – RSM) of UN staff, as well as on latest trends and threats to staff safety and security.
  • Establishes and maintains warden system and keeps update of information related to UN offices and residences.
  • Administers a pass and ID system.
  • Maintains liaison with commercial companies used for UN security at offices and residences, in order to ensure the effective and efficient use of the guard force.

7)  Provides general administrative assistance to the SA/DSA:

  • Maintains routine and confidential correspondence files/documents.
  • Maintains a database on contact details in relation to host country security authorities.
  • Arranges appointments, receives visitors, places and screens telephone calls and answers queries with
    discretion, and takes minutes and/or notes at meetings.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement:

The incumbent will directly report to the UNDSS Deputy Security Adviser, India & Bhutan. Ability and flexibility to travel at short notice is required.

Required Skills and Experience: 
 Minimum Education requirements: 
  • Secondary education is required.
  • University degree (bachelor or equivalent) in Business Administration, Public Administration, Law, Data Science/Analytics, Political/Social Science, Security Management, or related field will be given due consideration, but it is not a requirement.
  • Diploma from Police or Military college, academy or institution is desired.

Minimum years of relevant work experience: 

  • Minimum of 6 years (with secondary education) or 3 years (with university degree) of relevant work experience with security responsibilities in security risk management, or disaster/emergency management and preparedness in the public or private sector, such as national security, police or military, or in a corporate environment is required.

Required skills: 

  • Experience in using Computers and Microsoft Office applications (including word, excel, PPT, etc.) is required.

Desired skills in addition to the competencies covered in the Competencies section

  • Experience in using ArcGIS, Google Earth and/or other mapping and data/spatial analytics applications is desired.
  • Experience in planning, implementation, or review of risk mitigation measures related to operations impacted by insecurity is desirable.
  • Prior experience and knowledge of the Host Country Safety Codes is desired.
  • Experience in diplomatic security and protection services is considered an asset.

Required Language(s): Fluency in written and spoken English and Hindi is required.

Professional Certificates: Possession of a valid driver’s license is required.
