Introduction

CERN’s Occupational Health & Safety and Environmental Protection Unit (HSE) is the Organization’s centre of competence in matters of safety. The Health and Safety Unit supports the Organization in striving and maintaining excellence in safety, an indispensable requirement for sustainable research.

The HSE unit contributes to CERN’s safety policy, writes CERN specific safety rules and coordinates CERN’s HSE matters with the respective Host State bodies. The HSE unit advises CERN’s management, supports facility operators and project leaders in identifying safety risks and state of the art solutions, whilst monitoring the efficiency of the implemented measures. The HSE Unit is responsible for advice in occupational health & safety, environmental protection and is fully accountable for radiation protection and for CERN’s Fire Brigade.

You will join the HSE Unit and collaborate closely with the Departmental Planning Officer (DPO) who assists the Head of the HSE Unit in the management, planning and control of the Material and Personnel resources. After the first half of your mandate, you will have the exciting opportunity to move into HSE engineering roles within the unit. This transition will allow you to leverage your project management expertise while diving deeper into your technical field.

Functions

As Project Controller in the HSE DPO Office, you will have a unique opportunity to work with the CERN Scientific Community and manage a very wide range of tasks related to budget reporting and analysis. You will be closely with the Management and with services from CERN’s Finance department.

Particularly, you will collaborate closely with the DPO on the following tasks:

  • Material and Personnel Budget: budget planning, maintenance of financial files and databases, elaboration of reports of various nature;
  • Follow-up and control of expenditures: monthly follow-up and regular meetings with section leaders; daily validation of orders, reports and statistics, financial audits;
  • Oversee the cost analysis process, including developing and establishing procedures, tools and processes;
  • Consolidate and analyse financial data taking into account the organization’s goals and financial standing;
  • Conduct studies on past, future, and comparative performance to identify areas for improvement; examine actual results compared to forecasts;
  • Manage project budget planning and review; analyse expenditures and risks, advising Department management on resource optimization; prepare annual financial reports;
  • Challenge projects on their deliverables and milestones;
  • Maintain up-to-date technical expertise in your domain;
  • Perform other relevant duties, as required.

Qualifications

Master’s degree or equivalent relevant experience in the field of HSE, which covers at CERN the fields of occupational health and safety, including radiation protection, the protection of the environment and the safe operation of CERN’s installations.

Experience:

  • Experience working in the general safety, environment, and/or radiation protection domain;
  • Experience in engineering project management;
  • Knowledge of resource planning, monitoring, reporting and analysis in a complex organisation, with experience advising top management on budget planning and related matters;
  • Proven experience developing and implementing new processes or practices;
  • Experience with software tools for resource planning.

Technical competencies:

  • Knowledge of Radiation Safety or Occupational Safety and Risk Management or Environmental Protection.
  • Personnel and material resources planning: comfortable with collecting, handling and analysing large amount of data.
  • Financial reporting and analysis: ability to manage budget requests, accounting transactions, statistics and reports.
  • Excel skills coupled with good presentation, report writing and analytical skills.

Language skills:

Spoken and written English or French: ability to draw-up technical specifications and/or scientific reports and to make oral presentations in at least one of the two languages. Basic knowledge of the other language would be an asset or an undertaking to acquire it rapidly.

  • Stand-by duty, when required by the needs of the Organization.
