JOB DESCRIPTION

Organizational Setting and Reporting Relationship

The position of Senior Financial Control Specialist (Sustainability Disclosures and Reporting) is assigned to the Accounting Division (CTAC) within the Controller’s Department. You will be based at our Headquarters in Manila, Philippines.

You will report to the Assistant Controller, CTAC, and will manage National and Administrative Staff.

Your Role

As a Senior Financial Control Specialist (Sustainability Disclosures and Reporting), you will support the Assistant Controller in (i) ADB’s sustainability related non-financial disclosures and reporting, including climate-related disclosures in accordance with internationally recognized standards, e.g. International Sustainability Standards Board (ISSB), Securities and Exchange Commission (SEC) climate reporting rules; and (ii) the development of ADB’s accounting policy, and preparation of ADB’s financial and management reports.

You will:

Project Management and Coordination

  • Translate ADB’s sustainability reporting roadmap into relevant project plans, driving accountability for results, and provide guidance on aligning the project goals to Sustainable Development Goals.
  • Lead sustainability reporting strategy, ensuring alignment with industry standards and best practices.
  • Oversee and manage the integration of sustainability reporting into operations and financial reporting protocols.
  • Design, implement, and monitor a risk-based internal control framework over the sustainability reporting data collection and reporting processes.
  • Prepare executive materials and develop communication plans for stakeholders, including senior management and the Board of Directors.
  • Support project committee meetings by presenting key findings and progress updates, and provide these updates to the steering committee, board, and other stakeholders.
  • Implement strategy by identifying sources of sustainability reporting climate-related disclosures data and manage risks through data quality analysis and issues management framework.
  • Collaborate with peer institutions (e.g., IBRD, IFC, EIB) to harmonize sustainability reporting and disclosure practices, methodologies, and data standards and benchmark ADB’s approach against these institutions.
  • Supervise staff assigned to the project, providing clear direction and regular feedback on performance.

Partnership Building

  • Collaborate with cross-functional teams to integrate and improve processes, policies and operations for sustainability reporting and climate-related disclosures.
  • Manage relationships with stakeholders and experts, define sustainability reporting requirements with other departments, and support initiatives and engagements.
  • Partner with IT and other departments to enhance sustainability reporting data management and implement strategic technology and infrastructure for ADB to adapt to evolving reporting frameworks.
  • Represent the Controller’s Department and ADB in both internal and external sustainability reporting and climate-disclosure working groups and taskforces.
  • Establish regular communication channels with peer institutions.
  • Advocate for the consistency and efficiency of ADB’s sustainability reporting and climate-related disclosures, while actively engaging in strategic, policy, and business process discussions.

Technical and Policy Advisory

  • Track and evaluate shifts in sustainability reporting standards and practices, gauge the evolution of climate-related disclosures, and incorporate these findings into ADB’s frameworks to promote compliance, leadership, and coordination.
  • Develop sustainability reporting policies and governance in alignment with best practices and establish frameworks.
  • Develop responses or feedback on relevant exposure drafts from sustainability reporting and accounting standard boards.
  • Conduct prompt and thorough reviews, analyses, and feedback on draft board papers, policy papers, ADB procedures, guidelines, financing agreements, and other project-related documents.

Qualifications

You will need:

  • Master’s degree in accounting, finance, business administration, sustainability, environmental science, or economics, with an internationally recognized professional certification, such as CA, or its equivalent; or a University degree and at least 5 years specialized experience relevant to the position can be considered.
  • At least 10 years of broad-based professional experience.
  • International experience working in several countries, preferably with experience in international or multi-national financial institution.
  • Strong knowledge of international sustainability standards issued by ISSB, European Sustainability Reporting Standards (ESRS), Proposed US SEC Rule on Climate-Related Disclosures.
  • Proven management and leadership qualities, demonstrated by organizing and leading a team towards achieving goals.
  • Experience interpreting the changing sustainability reporting landscape to share strategy while possessing detail and process orientation to lead data integrity, consistency, and governance.
  • Strong stakeholder management skills with ability to work across multiple workstreams.
  • Widely recognized as a credible expert in field of expertise with recognized ability to lead and deliver Environment, Social and Governance projects.
  • Ability to generate and share relevant knowledge within and outside the institution.
  • Strong communication skills, with an ability to articulate and present complex ideas in simple language and engage stakeholders towards meaningful outcomes.
  • Written and verbal proficiency in English.
