JOB DETAIL

The purpose of this position is to coordinate the day to day implementation of the Group Cash Transfers interventions under Cash & Markets Team, across Sudan. The position holder will ensure all activities implemented in timely manner and with high quality.

Generic responsibilities

  • Ensure adherence to NRC policies, tools, handbooks, and guidelines.
  • Implement delegated GCTs portfolio according to a plan of action.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents and means of verification.
  • Promote and share ideas for technical improvement.
  • Provide regular activity progress reports to GCTs Coordinator/Manager.
  • Liaise and collaborate with relevant local authorities and other key stakeholders at the field level.

Specific responsibilities 

Projects Implementation

  • Technically support NRC with the implementation of the GCTs programme across Sudan.
  • Supervise the implementation of all GCTs activities with the technical support of the GCTs Coordinator/Manager.
  • Support/facilitate the delivery of the training sessions and capacity-building activities to the members of the community-based groups, ensuring that participants have the necessary skills and knowledge to effectively implement and manage group cash transfer programmes.
  • Support to conduct awareness-raising campaigns and community engagement activities to promote understanding of group cash transfer programs, encourage participation, and address potential misconceptions or concerns.
  • Develop timely and detailed monthly implementation plan of GCTs activities in close coordination with the Cash & Markets team and support departments.
  • Regular follow up with the community-based groups on the submission of the GCTs applications, the implementation of their activities, and final reporting.
  • Review achievements and constraints in a weekly basis; and ‎provide feedback accordingly.
  • In charge of the day-to-day guidance providing mentoring/coaching support to the members at the community-based groups and making sure that the project implementations are in line with NRC technical guideline and donor regulations and are done on time with quality.
  • Follow up daily with the support department (finance, logistics, HR and administration) to guarantee the smooth running of GCTs activities that include movement planning, internal request, payments, HR, FSP cash transfers, etc.
  • Ensure that the security plan and procedure is adhered to in all operations, including staff ‎movements, etc.
  • Consolidate weekly and monthly activity progress reports.
  • Follow up all NRC GCTs activities implemented by local partners, government department and service providers.
  • Identify training needs of community-based groups, partners and community committees and organize/facilitate training events as needed.
  • Assist with the training of the community-based groups to ensure they have a solid understanding of the project technical design, implementation approaches, NRC & donor’s policies and tools, including the GCTs M&E toolkit.
  • Lead on stakeholder sensitization and maintain good working relationship with all stakeholders in the respective geographic areas.
  • Ensure adequate and safe records of all project deliveries (cash, vouchers, in-kind etc.) including but not be limited to beneficiary database, receipt, storage, dispatch and distributions.
  • Maintain and weekly update the GCTs tracker and cash database, in coordination with C&M Technical officer – Information Management Officer (IMO)

Monitoring and Evaluation

  • In close coordination with M&E team, ensure all monitoring and evaluating activities are carried out on time, and lessons learnt are shared and capitalized on.
  • In collaboration with M&E, ensure that all GCTs projects are monitored regularly, and data are collected on a weekly, monthly and quarterly basis.
  • Regularly visit the project sites (if feasible and approved) to ensure that the implementation of activities is closely monitored, and community-based groups are appropriately supported.

Generic professional competencies: 

  • Bachelor’s degree preferably in economy, social sciences, development studies or other relevant discipline.
  • Proven 2 years’ experience from working as a Project Officer in a humanitarian/recovery context.
  • Experience working with community-based organization, Emergency Response Rooms, and Youth Initiatives in Sudan is highly valuable. Experience in Cash and Voucher programming is highly desirable.
  • Previous experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge of English language.
