This position is in the USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Global Health, Prevention, Care and Treatment Division (PCT) at the U.S. Agency for International Development (USAID).

Duties

  • Serve as a key leadership team member supporting management and supervision of a Division with four large branches, including many senior technical professional employees. Supervise a group of employees performing work at the GS-14 and GS-15 level.
  • Serve as an Agency senior public health/HIV expert. Provide leadership and generate policy recommendations, interventions, and Agency mechanisms, that support effective programming, data collection and use for decision-making and program improvement.
  • Advise Missions, country/regional programs, and cooperating agencies in the application of HIV and AIDS strategic information for improved public health program outcomes
  • Enhances and coordinates effective working relationships across sectorial and organizational lines, including with S/GHSD, CDC, and other USG agencies.
  • Develop strategies for planning and developing major Agency HIV and AIDS programs. Review plans, resource projections, priorities, justifications, etc. Make recommendations on planning efforts within existing resource levels.
  • Serve as an expert consultant on priority program management issues. Provide guidance on issues for programs essential to USAID’s mission, such as major USAID HIV and public health programs of national scope and impact.

Qualifications

Basic Requirement:
Bachelor’s or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.Specialized Experience:
GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) experience in leading teams to successfully implement complex international HIV prevention, care and/or treatment programming; b) experience working successfully to support USAID mission health offices, teams and staff; AND c) experience successfully navigating USG and USAID policies and procedures including recruitment of staff and performance management.

SELECTIVE PLACEMENT FACTOR:Selective Placement Factor: This position has a Selective Placement Factor, which is a skill, knowledge, ability, or other characteristic essential for the job’s satisfactory performance. The Selective Placement Factor represents the minimum requirements for this position and is a prerequisite for appointment. Selective Placement Factor: Do you possess technical work experience related to the supervision of staff and implementation of programs that address prevention, care and treatment maximizing uptake of, retention in, and adherence to key HIV interventions promoted at the population, community and facility levels?

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.
