TERMS OF REFERENCE

1.    Background

The Division of Reproductive and Maternal Health has in the recent past revised/developed most of its documents in line with the emerging technologies, innovations, and trends in the Reproductive, Maternal, and Newborn health space.  The revised/developed documents align with the Kenya Constitution 2010–43(1), Sustainable Development Goal 3 (SDGs), Reproductive Health Policy 2022, National Guideline for Quality Obstetrics and Perinatal Care 2022, and other documents as guided by WHO and Kenyan contextualized.  Kenya has a supportive health policy framework, a National Reproductive Health Policy, the National Quality Obstetrics and Perinatal Care guidelines, and the MNH Road Map among other supporting policy documents that have guided the revision or development of the documents.

 

 

I

n view of the above, the MOH/Division of Reproductive and Maternal Health (DRMH) is  working with key medical training institutions (public, private and faith-based), regulatory bodies, and professional bodies amongst other stakeholders on incorporation and alignment of the pre-service curriculum to the current informed decisions, current trends and emerging issues in reproductive health (i.e. maternal new-born health, family planning, health products technologies/commodities in reproductive health and adolescent youth sexual reproductive health). It is against this backdrop that the WHO proposes to engage a national consultant to provide the MOH/Division of Reproductive and Maternal Health (DRMH) with dedicated technical assistance and facilitation to (i)  support the sensitization of the mapped training institutions (public, private, and faith-based), regulatory bodies and professional bodies amongst other stakeholders to bring them on board on the current revised/updated MOH documents focusing on emerging trends, issues, innovations, and technologies both in maternal newborn health, family planning, and adolescent youth sexual reproductive health; and (ii) collaboratively work with the regulatory and professional bodies to guide the technical reviews and foster incorporation of the documents into the training curriculum.

 

The technical consultancy support is designed to (i) support the MOH with sensitization of the medical training institutions, (ii) work with the regulatory and professional bodies, and in consultation with the relevant MOH structures (i.e. key directorates/ divisions in the respective State Departments of Health); to guide the technical reviews of the reference MOH revised/updated documents focusing on maternal newborn health, family planning, and adolescent youth sexual reproductive health that would culminate in the reorganization of the respective pre-service training curricula for the mapped training institutions. in the reorganization of the respective pre-service training curricula for the mapped training institutions

2.    Scope of Work

Reporting directly to the Senior Advisor- Sexual Reproductive Health and Rights (SRHR), the Consultant will coordinate the support to MOH  to sensitize training institutions (public, private, and faith-based), regulatory bodies, and professional bodies amongst other stakeholders on incorporation and alignment of the pre-service curriculum to the current informed decisions, current trends and emerging issues in reproductive health (maternal new-born health, family planning, health products technologies/commodities in reproductive health and adolescent youth sexual reproductive health), within a time-bound framework. To achieve this, the consultant will:

1.    Complete a desk review of current pre-service curricula and materials to identify training needs and gaps that need to be addressed
2.    Working with the Ministry of Health and relevant stakeholders, coordinate the sensitization, review, and updating of pre-service curricula to include:

a.    Maternal and newborn health (Emergency Obstetric and Newborn Care (EmONC); Post Abortion Care, Maternal Perinatal Death and Surveillance and Response (MPDSR); Self-Care Guidelines; Continuum of Care Package, Maternal New-born health commodities, Obstetric Point of Care Ultrasound, Maternal newborn health standards, Fistula training, National Guidelines for quality obstetrics and perinatal care; and Reproductive Health Policy).

b.    Family Planning (LNGIUS/ DMPA SC Orientation Package, Family Planning Training Packages (Module 1 – Family Planning, Module 2- Post-Partum Family Planning; and Module 3 – Voluntary Surgical Contraceptives); Health Products and Technologies Management); and

c.    Adolescent Sexual Reproductive Health (Youth friendly training manual, Understanding Adolescence, and ASRH Parents & Caregivers’ Guideline)

3.    Working with the MOH, coordinate training for preservice and in-service trainers and service providers on the revised MOH updated guidelines.

4.    Undertake other related duties as requested

Deliverables:

1.       Inception report on proposed approach and methodology to complete the scope of work

 

2.       Gap Analysis report from the review of current curricula and training materials

 

3.       Roadmap for the revision and updating of the pre-service curriculum

 

4.       Facilitating the review and incorporation of updates into the preservice curriculum

 

5.       Updated curriculum incorporating the new updates

 

3.    Qualifications, experience, skills, and languages

Educational Qualifications:

Essential: University degree in Medicine (Obstetrics and Gynaecology, Paediatrics); Nursing; Community medicine, Public Health or another related field from an accredited/recognized institute.

 

Desirable: Advanced degree in Medicine, Public Health

Experience

Essential: At least ten 9-10 years of progressively responsible professional experience in Sexual, Reproductive, Maternal, Newborn, and Adolescent Health (SRMNAH)

Desirable: Considerable experience in the delivery of SRMNAH national and county level trainings, developing curriculum and training materials and other materials, facilitating training with various stakeholders including health care workers, training institutions, ministry of Health; relevant work experience with WHO and/or UN agencies.

Skills

·         Proven knowledge of sexual, reproductive, maternal, newborn, and adolescent health within the context of capacity building and training

 

·         Ability to analyze technical documents such as curricula, policies, standards, and guidelines to identify salient issues, formulate opinions, and make conclusions and recommendations.

 

·         Ability to engage, build consensus, communicate effectively, and commit to collaborating effectively with other key partners in the SRMNAH program landscape.

 

·         Excellent communication skills, specifically the ability to write documents logically and professionally.

 

·        Strong interpersonal skills, diplomacy, and tact to effectively communicate with senior-level officials, multiple stakeholders, and professionals from diverse cultural and professional backgrounds; and

 

·        Strong professional oral communication and writing skills, including the development of reports, oral presentations, and technical/persuasive documents.

 

Languages

⦁    Essential: Excellent knowledge of the English language.

4.    Technical Supervision

The consultant will be under supervision of;

5.    Location

The consultant will work off-site but may be required to come in from time to time to the World Health Organization’s office located in Nairobi, Kenya, specifically at the UN Office in Nairobi, UN Gigiri Complex, Block P Level 1, P.O. Box 45335-00100.

6.    Travel

The consultant may be required to conduct limited travel for purposes of completing this assignment.

The consultant will develop (as part of the inception report), a customized implementation plan (plan of action) to support the range of agreed workshops and trainings which will include travel plan (purpose) and indicative dates and location.

7.     Remuneration and budget (travel costs excluded)

The Consultant will be remunerated at KES 34,549 per day for 90 working days, exclusive of travel costs, with the potential for extension.

The currently will be in Kenya Shilling (KES)
