How can you make a difference?

As focal point of administrative management services in the UNICEF Global Shared Services Center and Central Services Center (CSC), Budapest, the incumbent is accountable for delivery of efficient and cost-effective administrative support services, providing guidance and management of administrative staff.  Ensures the office’s administrative operations and services are in compliance with the organization’s policy, procedures, rules and regulations. The Administrative Officer reports to the Operations Manager P4 and ensures that the unit is providing added value through innovative approaches.

Summary of key functions/accountabilities:

  1. Appropriate interpretation and application of administrative policy and procedures are timely implemented to support operations at the GSSC.
  2. The budget preparation and implementation are properly administered, monitored and controlled in the area of administrative management and services.
  3. Supervision and leadership in management and operations of delivery and improvement in administrative support services are timely and effectively provided, and security arrangements are well established for enhanced safety and security.
  4. Property management of administrative supplies, office equipment and other properties are effectively performed.
  5. All administrative transactions and arrangements of contracts satisfy the requirements as stipulated and are in compliance with the applicable policies, procedures, rules and regulations.
  6. Participates in the reviews of the contractual arrangements related to administrative support (i.e. courier, premises maintenance, ancillary administrative support, equipment maintenance etc.), monitors payments and proposes changes that may be required.
  7. Staff capacity is enhanced through active staff learning/development programmes in the area of administrative management and services.
  8. Effective working relations are maintained with other agencies, local authorities and implementing partners.
  9. Any other assigned administrative management responsibilities and services are effectively carried out and delivered.

To qualify as an advocate for every child you will have…

  • A first university degree (bachelor’s degree) is required in social sciences, business management, administration or any other relevant field is required. Master’s degree in a relevant field is an asset.
  • A minimum of 2 years of professional experience in required, specifically in one or more operations management area including facilities management; administration; office management.
  • Prior hands-on experience in managing teams and supervisory role is highly desirable. Any supervisory experience including formally backfilling for supervisory roles will be taken into account.
  • Experience in working with corporate ERP (Enterprise Resource Planning) system is required, SAP is desirable.
  • Experience in a UN system agency, large private or public company, an international organization is highly desirable.
  • Experience of shared services/business support Centre is highly desirable.
  • Good working knowledge with Microsoft Office applications is required.
  • Fluency in English (verbal and written) is required.
  • Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.

National Officer (NO) staff are nationals of the country in which they perform functions of a technical and professional nature. Eligible applicants are nationals of Hungary. 

National Officer staff are locally recruited staff and therefore, candidates are personally responsible for any travel and accommodation arrangements. UNICEF does not facilitate MFA accreditation for locally recruited staff.

Internal applicants from the GSSC must have their Learning Paths completed already at the time of application otherwise they cannot be considered. Additionally, they must attach a copy of the completed path at their current grade to their applications.
