The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region. The Administrative Officer will contribute to cross functional service management initiatives and enabling the Secretary General’s efficiency agenda, including the common back office (CBO), and supporting ESCAP clients in administrative services in all administrative areas including, but not limited to, human resources, budget and finance, facilities and general support services. This position is located in the Service Management and Support Unit, Financial Management and Operational Support Section, in the Division of Administration. The incumbent reports to the Chief of Service Management and Support Unit.
Responsibilities
Under the direct supervision of the Chief of Service Management and Support Unit, the incumbent is required to perform the following functions: Human Resource Management • Effectively coordinates actions relative to the administration of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. • Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. Budget and Finance • Takes the lead with respect to the preparation and implementation of the service management work programme, ensuring that financial resources are utilized to implement activities in accordance with the allotments issued. • Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports on service management. • Defines requirements and work with systems units with respect to improving budget reporting systems and cost effective utilization of program resources. • Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice. • Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues. • Provides guidance and leadership to more junior staff. General Administration • Oversees the relationship between ESCAP and its clients for administrative support services, including the formulation and update of service agreements. • Oversees work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services. • Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary. • Supports project implementation including CBO and service management related projects. • Monitors CBO implementation in Thailand, identifying bottlenecks and facilitating solutions. • Organizes and prepares written outputs, and facilitate reporting related to CBO. • Contributes to the development and collection of data at country level. • Performs other related work as required. • Collects and analyses data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education
Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related field is required. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience
A minimum of five years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required. Experience in service management and efficiency improvements is required. Experience in project management is required. Experience in cost recovery processes is required. Experience in analyzing data and developing reports is required. Experience in the United Nations Common System or international organizations similar to UN Common System is desirable. Experience in the Asia Pacific region is desirable. Experience in providing guidance on the United Nations Common System or international organization’s staff rules or policies is desirable. Experience in the Secretary General’s efficiency agenda is desirable. 2 years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
