BACKGROUND
The Ministry of Climate Change & environmental Coordination (MoCC&EC), Government of Pakistan (GoP) is implementing the Ten Billion Tree Tsunami Program (TBTTP), now called Upscaling Green Pakistan Programme (UGPP) all over Pakistan in all federating units including the four provinces, Azad Jammu and Kashmir (AJK) and
Gilgit Baltistan (GB).

TBTTP/UGPP has an in-built monitoring mechanism at sub national levels by the respective provincial Forest & Wildlife departments as well as at national level by the Ministry of Climate Change and Environmental Coordination. However, keeping in view the international significance of the Pakistan’s government flagship program (TBTTP/UGPP), MOCC&EC, GoP has mandated the consortium consists of IUCN, International Union for Conservation of Nature and Natural Resources, Food and Agriculture Organization of UN and World-Wide Fund for Nature Pakistan to conduct independent Third-Party Monitoring and Evaluation (TPM&E) of TBTTP/UGPP in all over Pakistan. For this purpose, a letter of Support was signed between Consortium and MoCC&EC. In order to ensure the impartiality and independence of the third-party monitoring and evaluation of TBTTP, the Consortium deemed it appropriate not to seek funding from the Government of Pakistan but to explore funding from bilateral and multilateral donors interested in financing climate change mitigation and action on the UN SDGs. As a result of efforts of the Consortium, BMZ agreed to finance the independent TPM&E
over the period of TBTTP/UGPP implementation.
IUCN Pakistan has been mandated through signed letter of support signed by MoCC and third-party consortium to function as Project Management Unit and coordinate all the activities of the Consortium. Therefore, the position will be based at PMU housed in IUCN Pakistan at Islamabad.

JOB DESCRIPTION
MAJOR RESPONSIBILITIES:
The incumbent will provide support in day to day working related to TBTTP/UGPP in general and
conduct field activities in specific. The specific ToRs are listed below;

SPECIFIC DUTIES:
1. Provide support to the Project Manager and the PMU, for effective implementation of
TBTTP/UGPP activities including field monitoring and conducting special studies through
consortium partners and consultants and assist the Project team and Consortium partners
(IUCN, FAO, WWF) in developing ToRs for various consultants to be engaged for conducting
below special studies identified in the project;

a) Mangroves assessment study – IUCN
b) Impact of TBTTP/TBTTP on Conservation of Forest Biodiversity – IUCN
c) Contribution of TBTTP/UGPP in Carbon Sequestration – IUCN
d) Range Management assessment study – FAO
e) The critical watershed of Pakistan and impact of watershed management and soil & water
conservation under the TBTTP – FAO.
f) The underlying causes for the degradation of forest ecosystems and landscapes and
mitigation measures adopted under the TBTTP – FAO.
g) Distribution of plants to farmers and other agencies and an assessment of farmers rationale
for choice of species – WWF.
h) Livelihood’s development and jobs creation in general with special reference to women and
youth – WWF.
i) Forest fire damages assessment study – IUCN

2. Work closely with the Data Analysis & Reporting Officer – TBTTP and PM-TBTTP to generate
field data for inclusion in the M&E analytical report.
3. Coordinate and contribute in the preparation of M&E Analytical reports, Annual progress
reports, quarterly progress reports, Annual workplans and quarterly work plans and other
project related documents and follow up with the stakeholders.
4. Scheduling meetings/workshops with stakeholders/provinces and do necessary arrangements
for field visits of the project team and consultants.
5. Prepare minutes of the meetings, lists of attendees and taking notes for report writing.
6. Travel arrangements for international and domestic travels of the PM, TBTTP, staff and
consultants which entails: visa processing, processing of travel requests, travel claims,
advances, allowances/per diems etc. as per the set IUCN policy and procedures.
7. Prepare payments requests / travel requests, purchase requests and other documents for
timely procurement and processing the payment.
8. Provide support to PM in office management (appointments/meetings, record keeping,
communications and preparation of letters / contracts / agreements, etc.
9. Keep track of staff and consultancy contracts, contract extensions and memos sent out by the
PM and coordinate with HR for further actions.
10. Responsible for organization of workshops, seminars and meetings along with coordination
with administration and finance.
11. Assist the PM in preparation of presentations, work plans and follow ups.
12. Coordinate with partners and stakeholders in day to day matters and meetings.
13. Coordinate with departments for obtaining the required data & progress reports required for
analytical M&E reports.
14. Maintain up to date list of files, contacts and reports.
15. Provide support for development of material including; awareness raising material.
16. Liaison with Central HR Unit, Administration and Finance personnel on routine matters.
17. Carry out any other relevant tasks as required and mutually agreed with the line
manager/supervisor(s).

REQUIREMENTS
• Bachelor Degree in Forestry preferably from recognized forestry institutions

• At least 2-3 years practical experience in project implementation
and conducting research studies in the field of forestry and wildlife.

• Fluent in English and Urdu whereas proficiency in other local languages will be an added advantage

• Field monitoring, evaluation, data management and report writing skills
