Duties and Responsibilities
Guided by the Inter-Secretariat Working Group on Household Surveys (ISWGHS), the United Nations Statistics Division (UNSD) is initiating a project to revise its series of UN methodological publications on household surveys. Most of these publications of the previous handbooks were produced between the 1980s and the 1990s, with more recent additions in 2005 and 2008. The revised handbook will be serve as an essential guide to assist countries in planning and implementing household surveys using the latest technological development and statistical techniques. The revision of the Handbook is mandated by the UN Statistical Commission at its 55th session in 2024 (decision 55/117). Aspects to be included in the revised handbook and how the handbook will be prepared are guided by national statistical offices through rounds of consultations. Under the supervision of the Coordinator of the Inter-Secretariat Working Group on Household Surveys, the Technical Editor Consultant will (a) service as a member of the Steering Committee that guides and advises the overall drafting of the Handbook and review the entire draft; and (b) guide, review and edit the draft of selected chapters. designated by the Steering Committee. The consultant will need to ensure that the latest relevant resources and analytical tools are included in the handbook. The consultant will also notify to the Coordinator and other development partners about incorporating feedback to improve the draft, and whenever needed carry out the following tasks: • Guide on the research and literature review to identify innovative approaches that are related to the use of new data sources and integration of surveys with other data sources. • Identify experts to the support the overview drafting process. • Review and provide input to the handbook draft to ensure consistency, conciseness and readability, throughout the entire revision process. • Contributes actively to the steering committee discussions. • Liaises with relevant stakeholders and the wider community to remain up to date on innovations, to carry out household surveys and to amplify the impact of the revised handbook. • Serving as a Steering Committee member and guide the development of selected chapters, including advise, review and edit the drafts prepared by the authors. • Ensure that all relevant resources and tools that are discussed by the Steering Committee are included in the handbook. • Substantively contributes to seminars, working groups and expert meetings, and provides technical support. • Other ad-hoc and related tasks that may be assigned by the ISWGHS coordinator and the Steering Committee.
Qualifications/special skills
Master or equivalent in statistics, mathematics, economics or social science and relevant fields is required. Minimum ten (10) years of progressively responsible experience in statistics, social sciences, economics, or a related field is required. Five years of experience in survey methodologies and drafting survey publications is required. Five years of experience working with National Statistical Offices and liaising with regional and international partners is required. Experience drafting UN documents
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required.
