GGGI’s Caribbean portfolio currently includes county programs in the Dominican Republic and Guyana as well a program supporting Eastern Caribbean states managed out of the Organization of Eastern Caribbean States (OECS) Commission in St. Lucia. All of GGGI’s Caribbean programs provide embedded advisory support to member governments aimed at developing effective policies and strategic plans and mobilizing sustainable finance for implementation of priority plans and projects. GGGI has been present in Stain Lucia since 2018.

POSITION SUMMARY

Based in Castries, the Monitoring, Evaluation and Learning (MEL) Associate position for the Eastern Caribbean Program at GGGI, will support the appropriate implementation of the MEL frameworks and plans aligned to GGGI’s policies and processes, and provide capacity building and training at a country level in MEL related topics. The MEL Associate will report to the Caribbean Representative with a dual technical reporting line to the Regional MEL Senior Associate, while receiving guidance from project managers and frequently engaging with the Regional Office and, as needed, with the Impact and Evaluation Unit (IEU) in headquarters.

PURPOSE

The MEL Associate plays a pivotal role as the country’s MEL focal point, operationalizing GGGI’s MEL framework at the country level, designing and implementing project MEL plans, and championing results monitoring and reporting in the Eastern Caribbean team.

Additionally, the MEL Associate will collaborate with project managers to create tailored MEL tools for effective monitoring and evaluation, assist in internal and external reporting, and compile lessons learned to refine GGGI’s MEL methodologies. And in coordination with the Latin America and Caribbean (LAC) Regional Office, will support the organization of capacity building and training activities on MEL aspects, such as developing strong logframes and indicators, theories of change, MEL plan design and operationalization, data collection tools, data analysis and visualization and other relevant MEL skills.

ENGAGEMENT
  • Reports to the GGGI Caribbean Representative with a dual technical reporting line to the Regional MEL Senior Associate, receiving guidance and instruction from project managers.
  • Liaise chiefly and regularly with the LAC Regional Office and, as required, with the IEU for strategic direction about operationalizing the organizational MEL framework and participate in the MEL Community of Practice.
  • Engages with governments, development partners, contractors, GGGI operations supporting staff, global technical leads, and country officers to support the operationalization of MEL plans for key projects.
  • Liaise with other GGGI units, such as Strategy, Partnerships, Communications & Knowledge Sharing, and other relevant GGGI staff, to ensure reporting requirements are being met per the GGGI Project Management Cycle Guidance, as well as doner requirements.
DELIVERY
  • Design and review MEL plans for specific projects in the Eastern Caribbean Program, that outline the frequent monitoring activities, data collection tools, budgets, timelines, roles and responsibilities, etc., ensuring alignment with overall project objectives and GGGI’s new organizational-wide MEL framework and standards.
  • Support the development of baseline assessments and data collection tools, for key projects in the Eastern Caribbean Program.
  • Lead and/or support the collection and analysis of information and project data to assess project progress, results, and learnings.
  • Provides quality assurance to project managers and technical leads to logframes for new funding proposals.
  • Engage and understand the MEL frameworks of donor project stakeholders to align MEL activities with their expectations and requirements.
  • Ensure monitoring and reporting integrity to GGGI, the Eastern Caribbean Governments, and Donors.
  • When required, undertake field visits to project sites in the Eastern Caribbean to observe project implementation directly and engage with project teams.
  • Liaise with the IEU, the LAC Regional Office, and evaluation vendors in the implementation of external evaluations.
  • Compile lessons learned and best practices, contributing to refining GGGI’s MEL framework and methodologies.
  • In coordination with the LAC Regional Office, support the organization and facilitation of training workshops for national project staff on various aspects of project design and MEL, including tool usage, data collection methods, and data analysis.
  • Support the training of relevant project staff about effective form building and design for data collection, ensuring forms are user-friendly and capture necessary data accurately.
REQUIREMENTS
QUALIFICATIONS
  • A bachelor’s degree in economics, project management, development studies, monitoring & evaluation, political science, social sciences, environment science, climate change, sustainable development, or related areas is required.
  • Preferred 3-4 years of experience in MEL, project management, or auditing, including relevant experience building and managing MEL frameworks, plans, tools, and reporting systems.
  • Certification in M&E/MEL/MEAL is a plus, but not required.
  • Experience supervising data collection and data validation exercises, including analyzing and presenting the information in reports or to donors.
  • Experience in providing training and building staff capacity in MEL activities.
  • Demonstrable experience in logical framework and reporting methodologies.
  • Experience and a theoretical and practical background in qualitative and quantitative research methodologies and techniques are required.
  • Experience and knowledge in formulating climate adaptation and sustainable development indicators and interlocking approaches to logical frameworks is desirable.
  • Experience with mobile data collection tools like Open Data Kit, Kobo Toolbox and/or Ona Data, including xls form-building and other analysis tools/software is a plus.

WORKING CONDITIONS

The MEL Associate is a National Position at X6 grade level in GGGI’s St. Lucia national salary scale. The salary range for the position starts at USD 29,355 per annum depending on qualifications and experience.
