The International Rice Research Institute (IRRI) is dedicated to reducing poverty and hunger through rice science; improving the health and welfare of rice farmers and consumers; and protecting the rice-growing environment for future generations. IRRI is an independent, nonprofit, research and educational institute, founded in 1960 by the Ford and Rockefeller foundations with support from the Philippine government. Working with in-country partners, IRRI develops advanced rice varieties that yield more grain and better withstand pests and disease as well as flooding, drought, and other harmful effects of climate change.

 

Job Purpose

 

The Compensation and Benefits (C&B) unit is crucial in managing and developing IRRI’s pay and benefits systems. As the HR Business Partner for Compensation & Benefits, you will lead the C&B unit, fostering strategic partnerships across the HR & OD platform to deliver significant value and support. Your role will be pivotal in ensuring that IRRI’s compensation and benefits programs are competitive, cost-effective, and aligned with the Institute’s mission and business objectives.

This position will be based at the IRRI Headquarters, Los Baños, Philippines and may only be filled by permanent citizens of the Philippines.

 

Roles and Responsibilities

 

  • Design and manage competitive and cost-effective pay and benefits programs, ensuring alignment with organizational goals and industry best practices
  • Lead the delivery of high-quality support to HQ and Regional managers on C&B-related matters, offering strategic recommendations and solutions
  • Oversee the administration of group medical and life insurance plans, collaborating with other centers to minimize premium increases and ensure cost-effectiveness
  • Provide expert advice on C&B policies to management, staff, and stakeholders, ensuring consistent and fair application across all levels
  • Lead initiatives to update and improve C&B policies and processes, ensuring compliance and effectiveness
  • Serve as the primary contact for C&B matters, providing strategic advice and recommendations to HR&OD, IRRI management, and other stakeholders
  • Collaborate with HR&OD units and stakeholders across IRRI to integrate HR processes, enhance service delivery, and support organizational objectives
  • Engage with Globally Recruited Staff (GRS) and Nationally Recruited Staff (NRS) to provide tailored C&B solutions and ensure fair application of policies
  • Work closely with line managers on salary offers, negotiations, and C&B challenges, providing insights and driving continuous improvement
  • Liaise with external stakeholders (e.g. insurance providers, hospitals, INGOs, CGIAR, Department of Foreign Affairs, AIARC) to ensure effective relationships, secure best-value services, and achieve IRRI’s objectives
  • Oversee the preparation and accuracy of payroll inputs for GRS and NRS, coordinating with Finance and external payroll providers
  • Ensure compliance with labor laws, tax regulations, and other legal requirements, staying updated on changes to maintain policy relevance
  • Ensure salary offers are competitive, equitable, and within budget constraints while aligning with internal and external benchmarks
  • Prepare reports and presentations for senior management on C&B trends and outcomes, and develop effective internal communication strategies for C&B-related matters
  • Ensure strict adherence to confidentiality and data privacy regulations in managing C&B tasks and records
  • Mentor and train the C&B team to foster a high-performance culture and ensure alignment with organizational needs through ongoing development

 

Qualifications

 

  • Bachelor’s Degree in Human Resource Management, Personnel Management, Industrial Relations, or related field with minimum 7 years of relevant work experience in a global or international setting
  • Master’s Degree in Human Resource Management, Personnel Management, Industrial Relations, or related field with minimum 3 years of relevant work experience in a global or international setting

 

Skills Required

 

Mandatory

  • Extensive experience in compensation and benefits administration
  • Proven ability in process improvement and managing in a fast-paced, demanding environment
  • Experience in developing and interpreting policy
  • Strong analytical, problem-solving, and organizational skills
  • Ability to work independently and show initiative
  • Proficient in utilizing ERP and other relevant HR applications

Preferred

  • Certified HR Professional
