JOB DESCRIPTION

We are currently seeking qualified candidates for a proposed position of Chief of Party for an anticipated USAID/Pakistan Flagship TB opportunity. The position shall be based in Islamabad, Pakistan.

**Recruitment is contingent upon successful award of the project to FHI 360 and final USAID approval of the candidate.

Position Description:

The Chief of Party (COP) will provide strategic, managerial, technical leadership and management oversight to the project. S/he will oversee all aspects of project implementation, including program quality, personnel and financial management. S/he will ensure close coordination with USAID and other stakeholders, ensuring that all project interventions are of high quality and lead to measurable impact. The USAID/Pakistan TB Flagship TB activity will provide technical assistance to Pakistan’s TB program to increase universal access to TB prevention, diagnosis and treatment, improve programmatic management of multidrug-resistant TB, strengthen diagnostic capacity, engage local civil society organizations to strengthen service delivery and social support services and enhance the national provincial TB program functionality and sustainability. The COP will be responsible for timely and adequate implementation of project activities, deliverables, execution, monitoring and reporting of the project.

Key Responsibilities:

  • Provides leadership to the project team, technical and operational aspects of the project, including planning and implementation of the project; ensuring clarity over plans and priorities, and encourages effective team-work.
  • Provides technical and managerial leadership including capacity building to the project.
  • Oversees the development and implementation of program work plans and strategies aligned with National and provincial TB programs and government agendas.
  • Collaborates with partner organizations (both public and private), local USAID Mission and other USAID/donor-funded projects to achieve the project’s objectives.
  • Coordinates and is responsible for the preparation of the annual work plans, budgets, and annual progress reports in a timely fashion for submission to USAID.
  • Ensures high technical standards are used to guide the technical and programmatic aspects of work plans and activities.
  • Plans, directs, and coordinates activities to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters.
  • Establishes annual work plans, project teams, and SOPs to meet project goals and ensure compliance with policies.
  • Responsible for induction of project staff, ensuring their familiarity with mandate values, quality standards, policies and program objectives and their individual responsibilities in upholding these standards and policies.

Minimum Requirements:

  • Bachelor’s degree required; however advanced degree preferred (Medical Degree, Masters, or PhD) in public health, or a related field.
  • At least 10+ years of professional experience in public health, particularly leading and designing health programs (Tuberculosis) in country or in the region; experience in working with key stakeholders in Pakistan strongly desired.
  • Demonstrated leadership and management skills to effectively and efficiently implement complex international health projects.
  • At least 7 years of professional experience in project management and leadership, including experience in managing USAID projects and staff.
  • Proven experience working with government officials, particularly the Ministry of National Health Services Regulation and Coordination, Common Management Unit: AIDS, TB and Malaria, National TB Program and relevant provincial TB programs is highly desirable, to support strategy development, implementation plans and decision making.
  • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.
  • Proven experience with USAID regulations in financial and accounting management per USAID guidelines, ensure that the project maintains the highest administrative, financial, and operational standards for compliance and audits.
  • Fluency in local language and knowledge of culture context preferred.
  • Excellent oral and written communication skills in English.
