JOB DESCRIPTION

UNOPS Myanmar

UNOPS Myanmar is one of UNOPS leading offices in Asia, acting as fund manager for three of the largest development programmes in the country. In addition, UNOPS Myanmar is Principal Recipient for the Global Fund to Fight AIDS, Tuberculosis and Malaria in Myanmar and Cambodia, and for the Global Fund’s Regional Artemisinin-resistance Initiative targeting drug resistant malaria in the Greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS Myanmar plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

Nexus Response Mechanism

The Nexus Response Mechanism (NRM) is an EU-funded programme designed to implement innovative, tailor-made, flexible activities along the humanitarian-development peace (H-D-P) spectrum in Myanmar. The NRM’s objectives are to reduce the vulnerabilities, build the resilience and protect the rights of conflict-affected people throughout Myanmar.

NRM’s interventions are designed to pilot new ways of working and are aimed at contributing to systemic change. Both its short-term and long-term interventions incorporate rights objectives and pathways for advocacy and dialogue, ensuring that programming is accompanied by substantive efforts to address rights and structural challenges in Myanmar. To ensure its projects are holistically designed, the NRM utilizes a three-pillared approach focused on the integration of H-D-P sectors and the incorporation of a rights-based approach, the transformation of power dynamics and imbalances through greater localization and inclusion, and accountability to both donors and communities through adaptive project design and a robust learning agenda. The integration of gender and conflict sensitivity is paramount to delivering relevant high quality interventions to the people and communities we work with.

The Gender and Social Inclusion Specialist supports the NRM to apply gender equality and disability inclusion into all projects and program designs by giving advice and technical support to the NRM Secretariat and partners in Myanmar.

The scope of the work of the Gender and Disability Specialist requires experience and in-depth understanding of gender equality and women’s empowerment issues specific to Myanmar, the situation of persons with disabilities in the context of Myanmar, as well as programming expertise and experience.

The Gender and Social Inclusion Specialist will support NRM’s partners to recommend and support the monitoring and evaluation of concrete gender and inclusion measures into their projects following a review of project documents and reports together with meetings with partners and project assessments. These responsibilities should culminate with the co-creation of action plans that can be implemented by partners to ensure that projects are GESI sensitive and/or transformative to the greatest degree possible.
