During 2023, a new Country Programme was approved for the period 2023-2026. The UNDP Country Programme in Chile is based on the UNSDCF, the analysis of the country’s priorities and needs, and the six flagship solutions of the UNDP Strategic Plan. It is based on the results obtained, evidence-based performance analysis, while anticipating emerging areas of intervention and based on consultations with multiple stakeholders and development partners. UNDP’s vision for the programme is to address complex and interconnected challenges, responding to the demands of Chilean society and the priorities set by the government that include supporting institutional strengthening and citizen participation, so that no one is left behind; addressing “just” socio-ecological transition processes with a systemic perspective and reducing multidimensional poverty and inequality through a more robust social protection offer, which can be summarized in four pillars:
In a Net Contributor Country like Chile, UNDP needs to strengthen its value proposition through key solutions, identifying competitive advantages and incorporating strategic innovation in the search for comprehensive solutions to problems.
UNDP adopts a portfolio approach to adapt to changing needs and leverage linkages between interventions to achieve its strategic objectives. UNDP staff are therefore expected to work across units, functions, teams and projects in multidisciplinary teams to enhance and enable horizontal collaboration.
Specifically, the Operations area is made up of the Human Resources, Finance, Procurement and General Services and Technology (ICT) Units. Its mission is to create the conditions and provide support for the efficient and effective operation of the Office and the fulfillment of the purpose of each of its areas, through the provision of competencies and financial, physical and technological resources, appropriate to the needs of the institutional strategy and the different projects.
The Human Resources (HR) unit supports the Country Office to ensure that it has committed, high-quality people who receive guidance, feedback and development on what they need to fully contribute to the Country Office’s agenda and Sustainable Development Goals. The HR team implements policies, procedures, programs and strategic human resource management solutions (leveraging both technology and analytics) to promote a strong people management culture and a high-performing, diverse, inclusive and equitable workplace.
3. Scope of work
The HR Assistant provides human resources services to the Office, ensuring high quality, accuracy and consistency of work, promoting a customer-oriented approach, in line with UN/UNDP human resources rules, regulations, policies and procedures.
The main functions to be performed include:
A) Support the effective implementation of Human Resources strategies
B) Implement HR services for the Country Office, including recruitment and staffing.
C) Support effective staff performance management, talent management and professional development in the Office.
D) Support the construction of knowledge as well as the sharing of knowledge in the Office.
E) The incumbent performs other functions within his/her functional profile that are considered necessary for the efficient functioning of the Office and the Organization.
4. Institutional Agreement
Under the direction of the Operations Manager and the direct supervision of the Human Resources Associate, the HR Assistant provides human resources services to the Office, ensuring high quality, accuracy and consistency of work. The HR Assistant promotes a customer-oriented approach in the Unit, in line with UN/UNDP human resources rules, regulations, policies and procedures.
The HR Assistant works closely with Country Office Programme, Operations and Project teams, UNDP HQ OHR Business Partners, and staff at the Global Shared Services Centre (GSCC) and other UN agencies to exchange information and ensure consistent service delivery.
