Technical Advisor II – Oxygen Ecosystems

We are currently seeking qualified candidates for the position of Technical Advisor, Oxygen Ecosystems, based in Maputo.

Meeting Targets and Maintaining Epidemic Control (EpiC), an eight-year global project funded by the U.S. Agency for International Development (USAID), is dedicated to achieving and maintaining control of the HIV epidemic and preventing, preparing for, responding to, and strengthening health systems to address COVID-19. Although initially conceived as an HIV program, EpiC has been adapted to accept funding for COVID-19, Global Health Security, and Mpox, and is currently implementing activities in more than 50 countries, including Mozambique.

Work Summary:

The Technical Advisor II, EpiC Oxygen Ecosystems is responsible for providing technical and operational guidance to EpiC’s global oxygen portfolio, which spans over 10 countries, with a primary focus on EpiC/Mozambique’s medical liquid oxygen (mLOX) project. This position will provide technical leadership in the following five key areas:

1) Provide technical leadership to the EpiC mLOX project team, with a focus on quality construction, installation, and technical oversight of mLOX systems.

2) Support country teams in implementing surveys, assessments, developing work plans and reports.

3) Work closely with the project team to ensure quality procurement, implementation, monitoring and evaluation of activities that strengthen the medical oxygen ecosystem.

4) Interact with key stakeholders including donor at global and country level to ensure smooth implementation of project activities.

5) Provide technical information on the development and/or adaptation of technical training materials and sustainability planning.

This position will work closely with the Headquarters program management team, as well as EpiC country leadership and local partners in the country. While the technical focus areas will be the same at the global and country levels, it is estimated that approximately 60% of the time will be dedicated to Mozambique, while the remaining 40% will be dedicated to global support.

Responsibilities :

– Under the guidance of the Country Director, oversee the implementation of mLOX infrastructure and market modeling activities in Mozambique.

– Under the guidance of the EpiC headquarters management team, provide technical leadership and guidance on the implementation of the EpiC mLOX project globally, with a primary focus on the construction and supervision of the installation of the mLOX systems.

– Demonstrate good judgment in selecting methods, techniques and evaluation criteria to obtain solutions.

– Ensure that technical implementation is aligned with industry best practices.

– Support the development and review of specifications, quality and quantity of equipment to be purchased to strengthen the oxygen ecosystem in Mozambique and globally.

– Provide technical input to the development of RFIs, RFQs, tenders and other procurement documents, with a primary focus on mLOX systems.

– Provide technical guidance in the development and implementation of training for target groups (biomedical engineers, facility administrative staff, etc.) in collaboration with partners and the Ministry of Health.

– Provide technical leadership and input to the development of the oxygen sustainability plan, in alignment with the priorities of the Ministry of Health and the donor.

– Provide technical guidance on the development or review of national regulations, strategies and implementation plans to improve the maintenance of oxygen systems.

– Collaborate with public and private partners, national and international, in programs and strategies to strengthen biomedical engineering services.

– Provide technical guidance on the implementation of systems for the quality and biosafety management of medical devices and biomedical equipment, including support for the development of work plans and reports.

– Contribute to the establishment of communities of practice and regional networks on biomedical engineering services to promote the exchange of best practices and learning.

– Monitor, evaluate and report progress in improving access to quality biomedical engineering systems and services in the country, using standardized methodologies and tools, and propose strategies to improve universal access to services.

– Work closely with other EpiC team members to ensure work plans are implemented in a timely and technically sound manner.

– Collaborate with governments, stakeholders and key partners.

Requirements:

– Postgraduate/master’s degree in Public Health, Biomedical Engineering or area related to technological health products.

– At least 10 years of relevant experience leading healthcare programs with a focus on medical oxygen, medical supplies, or hospital systems strengthening programs.

– At least 5 years of experience working with medical oxygen systems in Mozambique.

– Experience in developing guidelines and SOPs for the classification and listing of medical devices.

– At least 5 years of direct engagement with hospitals in low- and middle-income countries (LMICs) focusing on COVID-19 response activities.

– Previous experience in a non-governmental organization (NGO), government agency or private organization.

Travel needs:

– 15-20% mainly within the country.
