Background

While many organizations acknowledge the importance of addressing gender issues, assessment and monitoring data are typically collected and analyzed at the household level. Overlooking intrahousehold differences in various development outcomes limits the ability of organizations to design and implement effective programs and interventions that generate inclusive and equitable impact. However, many organizations question whether investing in the collection of intrahousehold data is justified, due to the lack of clarity in the costs and benefits of different data collection approaches.

To address this knowledge gap, the International Food Policy Research Institute (IFPRI) is hiring an experienced quantitative gender consultant to conduct a cost-benefit analysis of intrahousehold data collection vis-à-vis household-level data collection and provide guidance on the appropriate use of different data collection approaches. Ultimately, this analysis is intended to support international development organizations who aim to design more gender inclusive programs by improving their assessment, analysis, monitoring, and evaluation processes.

Scope of work

The consultant will be expected to:

  • Develop an analysis plan, which will define the most relevant indicators for costs and benefits, elaborate on the proposed methodology, and identify existing data sets that are suitable for conducting the cost-benefit analysis using quantitative models.
  • Conduct a desk review of existing evidence on the relevance of intrahousehold data collection, analysis and use within the context of food security, including its costs and benefits, where such analysis exists.
  • Conduct an econometric analysis of costs and benefits comparing intrahousehold versus household level data, according to the implementation plan, using existing data sets identified.
  • Draft a paper based on the analysis which provides the rationale for the appropriate use of intrahousehold-level data collection approaches, along with concrete recommendations for when and how intrahousehold data collection and analysis should be deployed.
  • Present the preliminary and final results in two webinars.
  • Attend project meetings as needed.

3. Evidence map (table) that will be published as an annex to the full report (November 2024)

Required qualifications

· · Master’s degree in a social science field.

· In-depth knowledge of food security monitoring, and of gender equality issues related to food security monitoring.

· Experience in gender equality and intrahousehold data collection methods and analysis, including quantitative, qualitative, and mixed methods.

· Demonstrated expertise in the analysis of the Women’s Empowerment in Agriculture Index (WEAI) data.

· Excellent writing skills in English.

Preferred qualifications

· Familiarity with cost-benefit econometric analysis methods.

· Experience with operational data collection, analysis and use in humanitarian and development contexts.

· Ability and experience in managing internal and external relationships with project teams, donors, and collaborators.
