Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.
DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and will continue significant scale-up to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.
DRC is currently looking for an Emergency Team Leader in Sloviansk.
This position will report to the Base Manager, with technical line management to the Emergency Manager.
About the job
Under the management of the Base Manager and Emergency Manager, the Emergency Team Leader is responsible for:
- Deliver and oversee high quality emergency services to people of concern;
- Supervise members of the emergency team;
- Deliver technical support and guidance to team;
- Ensure the quality of the planning, implementation and follow up of all technical aspects of the sector activities being implemented by DRC;
- Develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities.
Your main responsibilities will be:
Management
- Lead and manage the team (including people planning, performance, well-being and development)
- Ensure effective planning and quality implementation of the Emergency activities, including multi-purpose cash assistance (MPCA), non-food items (NFI) kit, hygiene kit, and emergency shelter kit distributions
- Ensure daily monitoring of the Emergency team in Donetsk and asses the daily quality of activities
- Provide technical support and inputs to the team
- Conduct the required reporting – both internally and externally
Programming & Operations
- Ensure efficient and effective program implementation while following the budget and work plan
- Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors
- Lead the team in carrying out monitoring and evaluation exercises
- Plan and coordinate proactively logistics and movements of staff from and to different operational areas, and coordinate with the safety team
- Initiate procurements and ensure their execution
- Ensure distribution plans are prepared and shared with logistics in a timely manner
Coordination and representation
- Collaborate with relevant internal and external technical experts on sector relevant issues
- Represent DRC at meetings and other relevant technical coordination meetings, such as cluster and working groups meetings for Donetsk Oblast
- Ensure integration with other DRC sectors as relevant, such as shelter, protection, economic recovery, and humanitarian mine action
As Team Leader the post-holder is responsible for the following
- Accountable for people management of employees, usually working in the same area of work
- Accountable for ensuring that agreed work plans and tasks set by the next-level up Manager are implemented on time
- Hiring and termination of employees and conducting performance appraisals (closely overseen by the next-level manager)
About you
Required experience and competencies:
- Minimum 2 years of management experience, preferably with experience in the field of humanitarian response working for an international NGO, UN agency, relevant ministry, or local authority.
- Minimum 3 years of practical experience in sector area working for an INGO, preferably within emergency response
- Proven management skills and a competence in people management
- Commitment to learning and implementing organizational policies and procedures.
- Excellent skill in MS Word, Excel, and PowerPoint
- Full professional proficiency in Ukrainian and English.
