JOB DESCRIPTION

Purpose of the Job:

The purpose of Shelter Coordinator Position is to contribute with specific technical competences to Shelter projects implementation. This position normally management responsibility of staff, but under certain circumstances the job may entail management responsibility for technical office and technical assistance level. These circumstances can either be related permanent but in scope limited administrative support.

Generic Responsibility:

  •  In close collaboration with shelter project manager, expand, develop, coordinate and manage NRC’s shelter/WASH projects in west region.
  • Prepare/develop narrative and budgets for proposals in conjunction with Finance, Administration and logistic focal points.
  • Report monthly on all NRC shelter projects to shelter manager, Shelter CC specialist and national coordinator.
  • Shelter coordinator is technically responsible for implementation and monitoring of shelter projects in west region.
  • Responsible for tracking of financial expenditures of shelter projects.
  • Development of holistic and needs based programmes, including cash-based interventions and marked based programmes

Specific responsibilities :

  • Desk study of relevant documents of shelter.
  • Visit urban settlements in west region and interview with returnees/IDPs.
  • Interview relevant stakeholders for urban shelter needs and opportunities.
  • Participate in assessment, analyzes of assessment report and prepare concept note.
  • Produce reports on weekly and monthly base of west region.
  • Responsible for assessment, project planning, implementation and monitoring of shelter projects in west region.
  • Shelter coordinator technical responsibility for the quality control and monitoring of project activities.
  • Prepare shelter and technical documents (design and BOQ) and supervision tools with closed coordination of national shelter coordinator.
  • Provide specific technical support and capacity building towards project staffs.
  • Participate in NRC staff seminars and training, when scheduled.
  • Any other tasks as assigned by the immediate superior.
  • Ensure the inclusion of cash-based interventions and marked based programmes in country and are-based strategies and their implantation across and within NRC’s core competencies.
  • Provide an enabling environment for the implantation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses.

Generic professional competencies for this position:

  • Experience (3) years with field level coordination with UN organisations, INGOs, Donors and authorities
  • Experience from working within technical expertise area in a humanitarian/ recovery context
  • Previous experience from working in complex and volatile contexts
  • Core competency expertise
  • Documented results related to the position’s responsibilities

Context/specific skills, knowledge and experience:

  • Minimum university degree in Civil/Construction Engineering or relevant degree.
  • Experience with Urban shelter and standards.
  • Previous work experience with a satisfactory performance in the same or similar functional area preferably with UN or INGOs
  • Knowledge of international standards code for building material and testing.
  • Excellent communication skills
  • Computer literacy
  • Fluency in English and local language Pashtu and Dari.
  • Auto CAD (2D,3D) knowledge.
  • Able to express your ideas clearly and confidently in speech
  • Able to act on initiative, identify opportunities & proactive in putting forward ideas & solutions
