Background

The Bureau for Management Services (BMS) is the central operations Bureau in UNDP that supports the Organization in the provision of management services. Drawing on client needs, user experience, sound analytics, and a risk-informed approach, BMS provides policy, oversight, advisory and transactional services, and solutions for UNDP to deliver fully integrated development solutions. In doing so, BMS keeps pace with the evolving needs and expectations of development partners and international best practice through strengthening and innovating business operations. In line with UNDP’s Strategic Plan, BMS aims to provide effective, sustainable and customer-focused procurement services to clients both internal and external to UNDP. UNDP’s corporate procurement functions lie within the Office of Procurement (OP).

The Office of Procurement is responsible for development of procurement policy, corporate procurement services, procurement advisory services, as well as strategic procurement services to Country Offices and Central Bureaus. In addition, OP provides capacity building to the UNDP global procurement function.  OP supports UNDP’s programme delivery in line with UNDP’s Strategic Plan 2022-2025 and follows best practices in public sustainable procurement and the rules and regulations of UNDP, the accountability framework, while ensuring appropriate risk management for UNDP.   We are a global team based in New York (USA), Copenhagen (Denmark) and in Cyberjaya (Malaysia), with additional Regional Procurement Specialists located in each Bureau Hub (Panama, Addis Ababa, Amman, Istanbul and Bangkok).

Duties and Responsibilities

Under the guidance and direct supervision of the Data Management Analyst, the Data Management Associate supports  the execution of transparent and efficient data management reporting services in line with client expectations. The Data Management Associate promotes a client-focused, quality and results- oriented approach in the Team.

The Data Management Associate works in close collaboration with OP staff for resolving complex procurement data-related issues and information exchange. He/she will also work collaboratively with operations and program staff in UNDP COs and HQ business units.
Tasks description:

  • Assist in development of interactive and user-friendly delivery tracking tools for all Global Fund Partnership & Health Systems Team (GFPHST) clients.
  • Migration of databases and tracking sheets from previous platform to SharePoint
  • Assist in updating the internal database on procurement transactions based on the information received from Country Offices, Quality Assurance, ERP system and ongoing transactions, with the list of eligible suppliers and related information.
  • Liaise with UNDP Country Offices to ensure timely update of tracking tools to support smooth (trouble free) delivery of required goods and services.
  • Maintain updated database of suppliers and suppliers’ key performance indicators up to date (KPI) and provide regular consolidated reports enabling informed decision making and identification of sourcing strategies.
  • Assist in compiling and analysis of historical data and forecasts of pharmaceuticals and non-pharmaceutical health products.
  • Develop demand projections for health products to be shared with UNDP suppliers.
  • Contribute to the development and maintenance of health procurement dashboards.
  • Support the team with the optimization and maintenance of the filing system in SharePoint, and Outlook.
  • Follow up with different suppliers/Long term agreement (TA) holders on timely submission of periodic reports.
  • Support production and update information products such as maps, charts, and infographics to promote the work of GFPHST providing health procurement support services.
  • Supports identification, data collection and implementation of sustainability practices in health procurement and communication of results among internal and external stakeholders.
  • Ensure consistency in data integrity throughout the data management process.
  • Update and maintain all Health Procurement FAQ lists.
    Ensures facilitation of knowledge building and knowledge sharing in the OP/GPSD focusing on achievement of the following results:
  • Synthesis of lessons learnt and best practices in Procurement.

Required Skills and Experience
Education:
  •  Secondary Education is required.  A university degree (Bachelor´s degree) in Data Science, Data Management & Business Analytics or equivalent will be given due consideration, but it is not a requirement.
Experience:
  • Minimum of 6 years  (with secondary education) or 3 years (with bachelor´s degree) of progressive responsibility at the national or international level in data management is required.
  • Relevant experience/knowledge related to one or more of the UNDP practice areas (such Procurement) will be an added advantage.
  • Experience of UN or UNDP and GF procurement policies and procedures is an asset
  • Experience in logistics or supply chain management is an asset.
Required skills
  • First-hand experience in dealing with data management/analysis using Excel, SharePoint, Power BI and Oracle is required
  • Advanced knowledge and experience in the use of ERPs and/or other web-based management systems is required
  • Experience in the usage of computers and office software packages (MS Word, Excel, Power-point) is required
  • Proven record of developing SharePoint Power Automate solutions, Microsoft Power BI dashboard/report solutions/developement
  • Knowledge and experience in UN/UNDP’s ERP will be an advantage.
  • Demonstrated solid understanding of data integrity in terms of potential and weaknesses as well as proven ability to understand what the data mean to the organization i.e. business intelligence
Language:
  • Fluency in English is required
  • Working knowledge of another UN Official Language will be an advantage
Professional Certificates
  • CIPS level 2 is a requirement for this position. If certification is not available at the time of recruitment, it should be obtained within one year.
  • Certification in Data Management (e.g. CDMP) is an asset
