POSITION SUMMARY:

The Project Director will be responsible for implementing a high-quality, results-oriented project to strengthen the capacity of Bangladesh’s Anti-Trafficking Tribunals to prosecute and adjudicate human trafficking cases and expand tribunals to heavy caseload areas.  

 

ESSENTIAL RESPONSIBILITIES 

The Project Director (PD) is responsible for overall project management, administration, and implementation of high-quality technical assistance (especially pertaining to prosecution of trafficking in persons [TIP] cases) and capacity strengthening project. They will maintain systems for project operations; ensure that all agreed deadlines are met, and targets are achieved. The PD will coordinate and maintain working relationships with project stakeholders, including project partners, government ministries, departments, agencies, short-term technical support providers, civil society organizations, trafficking survivor group(s), private sector entities, and other local institutions. They will lead collaborative initiatives to ensure all approaches are sustainable and evidence based.

 

Essential responsibilities include:

  • Manage the project funded by U.S. Department of State Office to Monitor and Combat Trafficking in Persons, International Programs Section and represent the project and Winrock to external stakeholders such as donors, local and national government entities, media, NGOs, and the private sector 
  • Conduct tailored trainings for existing and newly created Anti-TIP Tribunals, court bench assistants, and Tribunal Police on trauma-informed and do-no-harm approaches to investigatory and justice processes 
  • Lead efforts to increase access to justice for survivors through identification of “champion courts” and “model police stations”, and collaborate with government ministries to develop guidelines for implementing various components of National Plan of Action for Prevention and Suppression of Human Trafficking 
  • Collaborate with the Anti-TIP Tribunal and Task Force in Cox’s Bazaar to improve reporting and access to justice for Rohingya TIP survivors 
  • Lead advocacy efforts for establishing and staffing new Anti-TIP Tribunals 
  • With support from country and home office staff, prepare and submit high-quality, timely and accurate technical, financial, and other deliverables to U.S. Department of State 
  • Lead timely, high-quality implementation of project activities that are demand-driven and align with the objectives of U.S. Department of State and project documents 
  • Oversee monitoring and evaluation of project implementation and recommend areas for course correction, including facilitating annual “Pause and Reflect” sessions 
  • Oversee project budget and ensure that all financial activity is carried out in accordance with annual budget allocations, Winrock policy, and donor guidelines 
  • Maintain close communication with Winrock home office and U.S. Department of State and provide ongoing, informal updates of project progress 
  • Supervise and mentor project staff and annually evaluate their performance.

QUALIFICATIONS AND BACKGROUND:   

Successful candidates will have strong management skills as well as salient experience implementing human trafficking prosecution initiatives U.S. Government (USG) project management experience and leadership is highly desired.  

  • Master’s level degree or equivalent experience. 
  • Fluency in Bangla and English. 
  • Minimum of 10 years’ experience working on prosecution or TIP programs, including a minimum of 5 years’ of demonstrated managerial and team leadership experience 
  • Technical specialization in at least one of the following: 
  • Prosecution: improving government capacity to investigate and prosecute cases of human trafficking (highly desired). 
  • Protection: human trafficking, forced labor, trauma-informed care, counseling, case management, social work, referral systems (highly desired). 
  • Prevention: targeted prevention for at-risk or vulnerable persons; strategic behavior change programming, data use for program improvement. 
  • Experience managing international projects to the highest ethical standards. 
  • Demonstrated leadership and administrative skills in the management of complex, multi-activity programming, on time and on budget. 
  • Financial oversight, budget reviews, and budget management experience. 
  • Demonstrated success in motivating and supervising diverse teams of employees. 
  • Experience in strategic and project planning and implementation of operational plans. 
  • Experience designing and implementing or overseeing monitoring and evaluation systems. 
  • Good track record working with partnering with a variety of individuals and organizations, including government officials, international agencies, and civil society.
