JOB DESCRIPTION

SV-Consultancy to Strengthening the Capacities of Technicians and Beneficiaries

INTRODUCTION TO GGGI

The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. To learn more please visit about GGGI web page.

PROJECT BACKGROUND

The countries of the Northern Triangle of Central America (El Salvador, Honduras and Guatemala) are experiencing the negative impacts of climate change, and global climate models predict even more severe scenarios for the coming years. These scenarios include higher average annual temperatures with lower and more erratic rainfall, marked by extreme rainfall events during tropical cyclones and followed by prolonged droughts. These conditions, together with the lack of coverage by government agencies to serve farmers with technical assistance and extension, result in agricultural production methods that are leading to a degradation of the top layer of soil and the land, which in turn reduces agricultural productivity and resilience at smallholder farming communities’ scale. In addition, the three countries are facing accelerated rates of forest degradation. The main direct causes of deforestation include land use change due to agriculture and livestock, unsustainable extraction of wood for industrial and energy uses, and forest fires, mostly related to conventional slash-and-burn practices used to prepare soils for the establishment of annual crops and pastures.

The “Triangular Cooperation Project between Korea-Mexico-Three Central American Countries to Strengthen Capacities for Forest Landscape Restoration in Response to Climate Change” project, funded by KOICA and executed by GGGI, provides a platform for technical collaboration with the Republic of Korea, Mexico, and Central America´s Northern Triangle countries to establish enabling environmental policies and accelerate green investments, with a focus on reducing poverty and increasing resilience in climate-vulnerable smallholder farming communities.

The Project seeks to strengthen the capacity of technicians and beneficiaries of the “Sembrando Vida” Project executed by the Mexican Agency for International Development Cooperation (AMEXCID), with a productive restoration approach to enhance resilience to climate change.

In this context, AMEXCID and GGGI have selected six (6) specific topics to be reinforced in technicians and beneficiaries of the “Sembrando Vida” Project, for their contribution to landscape restoration and productive resilience. As a result, GGGI is seeking an experienced consultant to carry out the following capacity-building activities:

Develop a curriculum to provide theoretical-practical training on the selected topics.

Prepare teaching material to be distributed among the attendants to the training activities on the selected topics.

Design a training execution schedule to teach all topics in a maximum period of five months (October 2024 – January 2025), in four (4) locations defined by the Project.

OBJECTIVE OF THE CONSULTING

Strengthen the capacities of technicians and beneficiaries of the “Sembrando Vida” Project through training activities with a landscape restoration and productive resilience approach to climate change.

ACTIVITIES AND METHODOLOGY

The activities and methodology that the Consultant must comply with and complete within an estimated period of 93 working days, are detailed below:

General responsibilities:

  • Present a Work Plan detailing the curriculum to be taught, activities to be carried out, and schedule to follow to strengthen capacities in all the topics defined in all the selected communities (Product 1).
  • Plan and coordinate the logistics to deliver the training with the technical team of AMEXCID’s “Sembrando Vida” Project and with GGGI’s Forestry Senior Associate in El Salvador and reflect it in the Work Plan.
  • Prepare and submit the training materials for review by the AMEXCID and GGGI technical teams.
  • Provide theoretical-practical training to strengthen the capacities of 200 people, including technicians and beneficiaries of the “Sembrando Vida” Project, on landscape restoration and resilient production technologies.

The training will be carried out in four (4) locations that are already defined and distributed at the national level, as shown in the following table:

Department Municipality Participants
San Miguel San Miguel 50
La Paz San Pedro Masahuat 50

  • Training events will be grouped by modules, with all locations receiving the same training topic in a given period of time.
  • Each training topic will have a minimum duration of 1 day (4 hours) and a maximum of 2 days (8 hours).
  • The gender approach must be included in all the topics.
  • The training events must include participatory activities.
  • The training events must include refreshments for all participants, with priority given to local producers or suppliers providing them.
  • Call of participants in each location and identification of facilities to carry out the training events must be coordinated with staff from AMEXCID’s “Sembrando Vida” Project.
  • Entry and exit surveys must be conducted to measure the level of understanding gained in each topic.
  • Reports must be submitted one week after training events are completed (products 2-to-6), detailing the activities carried out and incorporating evidence, such as attendance lists, the list of teaching materials, and photographs, among others. These reports must be addressed to the Cooperation Manager at the Mexican Embassy in El Salvador and to GGGI’s Forestry Senior Associate in El Salvador for review and approval by both organizations.
  • A Final Report, including the systematization of the consultancy, must be submitted one week after the execution of the final training event (Final Product). This report must be addressed to the Cooperation Manager at the Mexican Embassy in El Salvador and to GGGI’s Forestry Senior Associate in El Salvador for review and approval by both organizations.
