Monitoring, Evaluation, and Learning (MEL) and Collaborating, Learning and Adapting (CLA) Manager, Ecuador

ACDI/VOCA is seeking an MEL/CLA Manager for an upcoming Climate Change Mitigation through Sustainable Land Use Activity in Ecuador funded by USAID. The anticipated program will promote sustainable livelihoods and advance natural climate solutions in areas affected by deforestation and land degradation through greenhouse gas (GHG) emissions reduction and mitigation efforts.

The MEL/CLA Manager will oversee the design and implementation of M&E strategies and will collaborate with the Chief of Party, technical staff, USAID, and program partners. They will develop systems to track overall project and subaward activities, outputs, outcomes, learning and results to ensure they are on track to meet the annual and life of project benchmarks and targets. The MEL/CLA manager will lead the CLA strategy and continuous learning. The program is anticipated to start in 2025 and this position will be based in Ecuador.

Responsibilities

  • Provide technical leadership in MEL to the program team, ensuring USAID MEL requirements are met on a timely basis
  • Guide data collection, management of the data, and display of results
  • Build capacity of MEL and technical staff in data analysis, reporting, and dissemination
  • Design and lead implementation of an accurate and efficient data collection system
  • Oversee M&E database and dashboards, using them to track progress and trends, generate reports per USAID requirements, and conduct data quality checks
  • Conduct regular field visits to monitor community projects for compliance, efficiency in implementation, and overall satisfaction of beneficiaries and stakeholders
  • Prepare data analyses progress reports and other required documents
  • Lead the activity’s learning agenda and strategy to deepen learning from evidence and evidence-based decision making
  • Participate in the knowledge management system to capture relevant information that will inform decisions, support program reporting requirements, and foster learning within the program
  • Manage M&E staff and supervise implementation of all M&E activities, including annual surveys, case studies, and stakeholder workshops to refine approaches
  • Strengthen M&E capacity of program staff and local organizations

Qualifications

  • Bachelor’s degree in economics, statistics, social sciences, or relevant field is required; master’s degree is desired.
  • Minimum 7 years of progressively responsible experience designing and implementing MEL systems for donor funded development programs.
  • Proven experience in quantitative and qualitative research methods, survey design and implementation, and statistical data analysis is required.
  • Knowledge of and experience with USAID rules and regulations is highly desired.
  • Familiarity with applying the Collaborating, Learning and Adapting (CLA) approach to management is desired.
  • Experience working in Ecuador is required.
  • Fluency in Spanish and proficiency in English is required.
