THE OPPORTUNITY
Today’s risk landscape is more complex than ever, with many factors interplaying to create humanitarian crises which are lasting longer, with Climate change being a significant driver of these crises. Anticipatory Action (AA) before the impact of hazards is critical as it can save lives and protect livelihoods while increasing the resilience of communities over time. Plan International aims to support this by focusing on supporting high-risk countries with developing capacities.
In this exciting and crucial role, you will be a member of Plan International’s Asia Pacific Regional team, and will support the organisation in having strong, ambitious and strategic programming and guidance on Climate and AA that contributing to strengthen community resilience. You will provide technical thought leadership on Climate and AA both within the Asia Pacific region and its Country Offices (COs) and for external engagement.
You will also be part of various regional and global networks to ensure that all of Plan International’s work on Climate and AA contributes to strengthening resilience, including supporting the nexus between development and humanitarian programming, while also improving Plan International’s visibility and positioning in this area with clear advocacy, evidence and learning across our Country Offices.
A few of the many exciting activities that you will take part in, while undertaking this role include:
• Lead Plan International’s work in Asia Pacific on climate and anticipatory action through the provision of guidance, tools, monitoring and evaluation, knowledge management and training materials
• Support Plan International’s Country Offices to incorporate Climate and AA into both humanitarian and development programs, and providing significant in person technical support as necessary.
• Foster and lead a virtual network of Climate and AA practitioners
• Strategically represent Plan International at relevant high level external events
• Develop partnerships in Climate and AA with key actors at country, regional, and global levels.
• Define and design methodologies and programme approach for Climate and AA that contribute to the Humanitarian scale up priorities.
• Identify and develop training manuals, guidance documents, and toolkits on key Climate and AA programming
• Undertake capacity building, mentoring, training (with others) and support to Plan International staff on Climate and AA.
• Manage the roll-out of Plan’s resilience framework ´Pathways to Resilience´, Climate Policy and AA framework.
DO YOU HAVE WHAT IT TAKES?
To be successful in this role you will need among other things:
• Preferably a university degree or diploma in a relevant field
• Preferably Technical training in DRR, including EWEA systems and disaster preparedness for response
• Preferably Technical training/competency in climate science, impact forecasting, anticipation and/or financing mechanisms
Three or more years of experience in similar positions providing technical expertise on Climate and AA
• Specific knowledge on the different needs of girls and boys in emergencies and the particular risks facing girls
• Demonstrated ability to mainstream gender in design, management, monitoring and evaluation of emergency programs in line with the existing humanitarian standards
• Demonstrated ability to contribute to or lead the development of Climate and AA proposals
• Ability to train staff on technical knowledge and skill on climate and AA
• Excellent command of English, both speaking and writing
• Ability to work under pressure and with minimum supervision
• Ability to work in a multicultural environment

Remuneration: Competitive salary and package available (local T&C, no expat package)
