BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

 

The WFP Technology Division (TEC) is the nervous system of WFP, connecting staff with each other and with our beneficiaries, donors and partners. Running all vital IT systems, TEC serves as the main driver for continuity of operations, efficiency gains and innovations that empower staff globally to effectively implement the Strategic Plan. WFP Digital Architecture team is progressing and maturing their digital transformation initiative that aims to modernize and evolve its current digital solutions ecosystem. In response to the growing need for robust and scalable digital solutions, this initiative will address key areas within our enterprise architecture to ensure alignment with business goals and technological advancements.

The objective is to focus on 5 macro domains to serve our digital solutions, namely:

  • Business Architecture
  • Information Architecture
  • Application Architecture
  • Technology Architecture
  • Security Architecture

 

ACCOUNTABILITIES/RESPONSIBILITIES:

 

Architecture Compliance

  • Define the framework for the architecture compliance process
  • Review the systems architectures proposed at the Architectural Board for compliance with the established patterns
  • Perform periodic reviews of the implemented architectures to identify drifts between the approved architecture and the delivered solution

 

SOA Architectures/Microservices

  • Lead the design of new patterns of services orchestration and choreography.
  • Provide expertise in the definition of the new event driven architectures WFP aims to implement.
  • Provide expertise on the best way to implement Service Oriented Architecture (SOA) in the WFP ecosystem.

 

Pattern-Oriented Software Architecture (POSA)

  • Define the general shape of the Solutions, and their general architectural style, in the WFP ecosystem.
  • Define Systems’ architectural assumptions and dependencies.

 

Enterprise Architecture Framework Planning and Alignment

  • Develop and maintain the enterprise architecture framework, ensuring alignment with the organization’s strategic goals and objectives.
  • Collaborate with executive leadership to define and prioritize strategic initiatives and ensure the enterprise architecture supports them.

 

Architecture Development Approach and Documentation

  • Provide guidance and oversight for designing and implementing complex IT solutions, ensuring they align with the enterprise architecture.
  • Review and approve solution architectures developed by project teams to ensure consistency with the overall enterprise architecture
  • Design and document the overall architecture of the enterprise, including business, data, application, technology, and security domains.
  • Create and maintain architectural blueprints, diagrams, and models to represent the current and future state of the enterprise architecture.
  • Ensure comprehensive and up-to-date documentation of the enterprise architecture, including standards, guidelines, and architectural artifacts.
  • Communicate architectural decisions, changes, and updates to all relevant stakeholders clearly and concisely.

 

Collaboration and Integration

  • Promote and facilitate collaboration between various IT and business teams to ensure seamless integration of systems and processes.
  • Work with external partners, vendors, and consultants to leverage their expertise and ensure alignment with the enterprise architecture.

DELIVERABLES AT THE END OF THE CONTRACT:

Enterprise Architecture Blueprints

  • Business Architecture Blueprint: Detailed models and diagrams illustrating the business processes, organizational structure, capabilities, and strategic goals.
  • Information Architecture Blueprint: Comprehensive documentation of data models, data flows, data governance frameworks, and metadata management.
  • Application Architecture Blueprint: Detailed descriptions of the application landscape, including application portfolios, integration points, and service-oriented architecture (SOA) models.
  • Technology Architecture Blueprint: Technical diagrams and specifications outlining the IT infrastructure, technology standards, platforms, and networks.
  • Security Architecture Blueprint: Security models, policies, protocols, and frameworks ensuring data integrity, confidentiality, and availability.

Strategic Roadmaps

  • Short-Term Roadmap: Actionable plans for immediate and short-term initiatives, including quick wins and critical improvements.
  • Long-Term Roadmap: Strategic plans for long-term initiatives, outlining the steps to achieve the future state architecture over a multi-year horizon.

Standards and Guidelines

  • Technology Standards: Approved technology standards and guidelines for hardware, software, and network infrastructure.
  • Development Standards: Coding standards, design patterns, and best practices for application development.

 

Architecture Models and Artifacts

  • Current State Architecture Documentation: Detailed descriptions and diagrams of the existing architecture, identifying pain points and areas for improvement.
  • Future State Architecture Documentation: Visionary models and diagrams depicting the target architecture and the expected benefits

 

Tools and Repositories

  • Architecture Repositories: Supervision of the centralized repositories containing all architecture artifacts, models, and documentation
  • Tool Configurations: Configurations and settings for any architecture tools or software used during the project, ensuring they are handed over and can be maintained by internal teams.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

University Degree and/or advanced courses/training with emphasis in one or more of the following disciplines: computer science, mathematics, statistics, or another related technical field.

 

Experience:

Minimum 7years postgraduate, progressively responsible professional experience as a Solution Architect/Enterprise Architect/Solution designer within an organization and a proven record of accomplishment in developing and implementing IT applications.

 

Knowledge & Skills:

  • Strong experience with Development standard tools/methodologies
  • Knowledge and experience with industry-standard frameworks such as TOGAF (The Open Group Architecture Framework), Zachman Framework, and FEAF (Federal Enterprise Architecture Framework).
  • Proficiency in using architecture modeling tools such as ArchiMate, Sparx Systems Enterprise Architect, IBM Rational System Architect, or similar.
  • Familiarity with Unified Modeling Language (UML) and Business Process Model and Notation (BPMN).
  • Excellent knowledge of API based architectures.
  • Experience with application integration, middleware, and API management (e.g., MuleSoft, Dell Boomi, WSO2).
  • Familiarity with RESTful services, SOAP, and related web service technologies.
  • Excellent knowledge of Microservices and SOA architectures.
  • Excellent knowledge of modern application architectures patterns.
  • Good knowledge of most common standard IT infrastructure and services.
  • Basic understanding of AI/ML concepts and their application in enterprise solutions.
  • Experience with AI/ML platforms and tools (e.g., TensorFlow, PyTorch).
  • Awareness of emerging technologies such as blockchain, IoT, edge computing, and their potential impact on enterprise architecture.
  • Ability to create detailed technical documentation, architecture diagrams, and reports that are clear and comprehensible.
