JOB DESCRIPTION

The purpose of a WASH/Shelter  Officer Hard position is to contribute with specific technical competences to project implementation. This position will normally not entail management responsibility of staff, but under certain circumstances the job may entail management responsibility for a very limited number of staffs at assistant level. These circumstances can either be related to a time-bound support or permanent but in scope limited administrative support.

A – Generic Responsibilities 

  1. Ensure compliance with NRC policies, guidelines, and standards
  2. Ensure compliance with WASH and Shelter cc strategies, tools, handbooks, guidelines, and standards
  3. Guarantee WASH / Shelter specific technical responsibility for implementation and documentation of technical activities of the CCs project(s)
  4. Guarantee WASH / Shelter specific technical responsibility for the quality control and monitoring of project activities
  5. Provide specific technical support and capacity building towards project staff
  6. Provide specific technical analysis and feedback to NRC representatives in coordination forums
  7. Assess, promote and document ideas for technical improvement and further program development options
  8. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist

B – Specific Responsibilities 

  • Plan and supervise quality control of WASH and shelter construction or rehabilitation works across the different modalities (e.g., through contractors, cash-based, beneficiary-driven…)
  • Ensure quality of WASH and shelter construction or rehabilitation works through conducting regular field visits and providing guidance to field teams
  • Produce and contextualize technical tools to support implementation of the programme by the team (field supervision checklists, report templates, data collection tools, etc.)
  • Support the tracking of assistance provided for project management, logistics and finances reconciliation, accountability, and M&E (beneficiary counting)
  • Ensure weekly quality check of evidence/sources of verification (collected by assistants from the field)
  • Ensure the inclusion of Safe and Inclusive Programme (SIP) considerations, particularly to guarantee accessibility and the safety of beneficiaries
  • Initiate purchase requisition and follow up the procurement process goods, materials and services for WASH and shelter activities (including the elaboration of tender documents, technical designs, BoQs and the technical evaluation of bids).
  • Define in-kind / cash-based modalities based on market assessments
  • Support the incremental integration of NRC Minimum Environmental Requirements

C – Generic professional competencies:

  • Bac+4 and above in Civil Engineering.
  • Documented results related to the position’s responsibilities
  • Demonstrated experience with project implementation position in a humanitarian/recovery context
  • Demonstrated experience within technical expertise area of WASH and or Shelter with a focus on hardware aspects
  • Previous experience from working in complex and volatile contexts
  • Be willing and able to travel and work regularly on the field (outside office)
  • Fluency in English, both written and verbal

D – Context/ Specific skills, knowledge, and experience:

  • Knowledge of the context in the Northwest and South West Regions of Cameroon
  • Knowledge of the local language in the NWSW
  • Mastery of MS Tools
  • Mastery of Auto CAD, GIS MS EXCEL.

We offer

  • Beginning: November 2024
  • Duration of the contract: 12 months, renewable depending on the availability of funds
  • Salary/Benefits: In accordance with NRC’s Salary Grid and a 90% health insurance coverage
  • Travel: At least 60%
  • Duty station: Bamenda
