Summary of Position:

The Finance and Operations Director will provide operational oversight on financial and human resources management, efficient procurement and logistical services, contracts & grants, asset management, ICT, and general administration as well as ensuring consistency with USAID’s rules and regulations, of an anticipated United States Government (USG) project which will improve health outcomes of South Sudanese through equitable access to high-quality, client-centered HIV services. The Finance and Operations Director Oversees overall financial management to include budget management and monitoring, forecasting needs, procurements, management of financial systems and enforcing controls. It is anticipated that the position will be based in Juba/South Sudan and will report to the Chief of Party.

Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USG approval.

Duties and responsibilities

  • Provide leadership to finance and operations unit of the program(i.e. general administration, human resource financial, logistics including fleet, procurement, and information technology) ;
  • Establish and maintain sound and transparent accounting and fiscal control procedures for financial, subaward and operations aspects of the project;
  • Develop, analyze and monitor program budgets and pipeline; monitor and track obligations and expenditures against budgets and advise senior leadership regularly on financial and operations-related matters to help efficiently achieve program outcomes;
  • Develop the systems to document costs and cost elements necessary for program economic evaluation plans;
  • Liaise with internal and external auditors in the review of the program’s financial management;
  • Ensure compliance of financial and operations systems with organizational policies and procedures, funder rules and regulation, award requirements and the Government of South Sudan laws;
  • Manage progam procurement processes;
  • Provide technical assistance as needed to local partners and other program stakeholders on financial compliance and reporting;
  • Prepare and submit annual; semi-annual and quarterly financial and accrual reports to USAID;
  • Contribute to developing high-quality work plans including quarterly, semi-annual and annual financial reports, and any others ad-hoc financial reports that may be required by USAID;
  • Support performance management and professional development of direct reports including, ongoing feedback, coaching and career support;
  • Support the COP in project management to achieve strategic goals; and
  • Perform other duties as assigned.

Operations

  • Work closely and transparently with all external partners including third-party vendors and consultants.
  • Oversee administrative functions as well as facilities to ensure efficient and consistent operations as the FHI 360 policies and procedures and funder rules and regulations.
  • Manage project procurement processes
  • Ensures continual review of internal and strategic controls, communications, risk assessments and maintenance of documentation;
  • Supports partners as needed to ensure sound financial management and operations;
  • Ensures that sub-contracts, sub-grants and local consultancy documents and procedures are completed in a timely and correct manner and comply with FHI 360 and funder policies and regulations; and
  • Provides overall administration coordination and support to ensure an effective and efficient operating platform for the program.

Minimum Requirements

  • Must be a qualified accountant with a Bachelor’s Degree in accounting, finance, business administration or related field and a holder of CPA is required; Master’s Degree in accounting and a holder of CPA preferred;
  • Minimum of 8 years of experience and skills in managing donor funded programs and budgets (including 3+ years of line management experience);
  • Prior experience as a Finance Director/Business Official or senior leadership role at a similar, level of a PEPFAR or USAID-funded project is preferred;
  • Must possess advance knowledge of relevant accounting softwares (i.e. QuikBooks, Sage etc), including other MS Office softwares (i.e. Word, Excel, Outlook, PPT);
  • Strong knowledge of United States Government rules and regulations for grants and contracts, is required, as well as impeccable knowledge in generally accepted accounting, budgeting, and fiscal control principles.
  • Demonstrated experience and skills in developing and managing budgets with an annual value of over $10 million;
  • Strong skills and advance knowledge in accounting software systems (i.e. QuikBooks, Sage etc), standard applications in MS Office (i.e. Word, Excel, Outlook, PPT) , as well as strong writing and oral presentation skills in English;
  • Demonstrated ability to work independently, manage a high-volume workflow, adhere to, timelines and lead and work collaboratively with others;
  • Ability to develop and, maintain sound professional relationships among project staff, partners, host government, agencies, funders and other stakeholders; and
  • Ability to undertake extensive local travel, and limited international travel as assigned;
  • Prior work in a non-governmental organization (NGO).
