Chief of Party, South Sudan HIV Care and Treatment Activity

Project Description:

FHI 360 is seeking applications for the position of Chief of Party for an anticipated five-year USAID South Sudan funded HIV Care and Treatment Activity. The primary goal of the Activity is to improve equitable access to and use of quality comprehensive HIV prevention, testing, care, and treatment services and develop local partner capacity.

Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USG approval.

Job Responsibilities:

  • The COP will provide overall technical and administrative leadership and expertise for the project.
  • Will be responsible for the overall management and implementation of the project and will serve as the primary liaison with USAID on management and technical matters.
  • Serve as the primary liaison with Government of South Sudan ’s Ministry of Health and other relevant government agencies on coordination and alignment of project activities with national public health priorities and goals.
  • Ensure that the project meets stated goals, outcomes, benchmarks, and reporting requirements within the approved budget parameters.
  • Promote the use of recognized evidence-based tools and promising innovations in HIV management for strengthening the capacities of health practitioners.
  • Take a leadership role in coordination with relevant key stakeholders, including partners, government stakeholders, USAID and other donor projects.
  • Manage and coordinate the implementation of activities across project partners, ensuring successful integration of activities.
  • Oversee project planning (i.e., development of work plans and project budget), monitoring and reporting (i.e., review and approve periodic budgets and technical and financial reports) in accordance with the USAID’s standards and FHI360’s policies.
  • Provide strategic management and oversight of the project’s subaward portfolio.
  • Ensure compliance with relevant rules, regulations and policies of the US and South Sudan governments and FHI 360.
  • Lead performance management of direct reports.

Minimum Qualifications:

  • Bachelor’s Degree from an accredited university in public health or a relevant field; Master’s Degree strongly preferred.
  • At least twelve (12) years of experience in international development.
  • At least eight (8) years of experience as a COP or in a comparable managerial position on international donor projects.
  • Demonstrable experience in public health, health systems, and health policy.
  • Experience in Sub Saharan Africa, preferably South Sudan.
  • Experience working on and leading teams for USAID awards.
  • Knowledge of USAID rules, regulations, and policies.
  • Demonstrated leadership skills.
  • Demonstrated track record of successfully building and effectively managing a diverse team of employees and partners.
  • Demonstrated ability to work in complex environments, and work with and between different stakeholders.
  • Ability to develop and maintain strong relationships with government and community stakeholders.
  • Demonstrated skills in problem solving and consensus building.
  • The candidate must be demonstrably proficient in (oral, writing and reading) in English.
