JOB DESCRIPTION

Result of Service
The national consultants will ensure a participatory approach in the analysis of the impact regulation regarding the potential development of a separate law on older persons or the mainstreaming of their human rights in existing policies. This includes reflecting the views and needs of older persons and their representatives to identify and address gaps in protection. The work of the consultants will support the UN Human Rights in establishing priorities and improving the protection of human rights for older persons in Moldova.

Duties and Responsibilities
1. Identification of the view of older persons and relevant stakeholder related to the needs for better respect, protection and fulfilment of human rights of older persons. For this, the consultants will: 1.1 Conduct Key Informant Interviews (KIIs) with around 20 specialists from state institutions, older persons activists and representatives of CSOs, Academia, as well as National Human Rights Institutions. 1.2 Conduct of around 6 Focus Groups Discussions (FGDs): 4 FGDs with older persons in all their diversity and 2 FGDs with national stakeholders (including, service providers, representatives of state institutions in the field of education, labor, social protection, legal aid, health, infrastructure, etc.). 1.3 Mainstream the views of older persons and relevant stakeholders in the elaboration of the ex-ante analysis report. 2. Identification of the main concerns/gaps in the respect, protection and fulfillment of human rights of older persons in the Republic of Moldova, with recommendations for further interventions by state institutions, NHRIs, CSO and development partners, including with support and interventions of UN Human Rights Moldova. This includes: 2.1 Development of a short report (up to 30 pages) on the main concerns/gaps in the respect, protection and fulfillment of human rights of older persons in the Republic of Moldova, with recommendations for further interventions (based on desk review and data collected as part of point 1 above). 2.2 Identification of niche/human rights dimensions as part of the protection of human rights of older persons that are not covered/would need proper interventions including by UN Human Rights Moldova. 2.3 Support the organization public policy dialogue/discussion on the further priorities for advancing the level of respect, protection and fulfilment of human rights by older persons. The dialogue will include discussions on the human rights recommendations provided by the Independent Expert on the enjoyment of all human rights by older persons, the findings of the analysis conducted as part of the current ToR and further needs for implementation.
Qualifications/special skills
At least 5 years of experience in human rights field and other relevant Social Sciences (including Social work, Sociology, Psychology). Proven experience and knowledge in elaborating policy documents and other documents in the field of human rights, protection of different marginalized groups (reports, analysis, etc). Proven expertise in the field of promoting human rights of older persons in the Republic of Moldova. Experience working with the Ministry of Labor and Social Protection and other relevant Central and Local Public Authorities is considered an asset.
Languages
Fluency in Romanian; English (working knowledge is considered an asset).
