The position is located in the Programme Office in Bangladesh (POBGD), with duty station in Dhaka, operating under the Regional Office for South Asia (ROSA) located in Delhi, India, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the overall supervision of the UNODC Representative of ROSA and the technical guidance of the GLO.ACT Project Coordinator (Global Action against Human Trafficking and Migrant Smuggling), Human Trafficking and Migrant Smuggling Section (HTMSS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), as well as substantive and policy guidance from the Chief, HTMSS/OCB/DTA. Responsibilities
Within assigned authority, the incumbent will be responsible for the following specific duties: • Implement the workplan under GLO.ACT South Asia, under the guidance and day-to-day direction of the GLO.ACT Project Coordinator, including providing substantive advice and backstopping to project staff in the South Asia partner countries. • Deliver counter trafficking and counter smuggling law enforcement advisory services, review and assess capacity building and technical cooperation activities. • Participate in preparing concept notes, agenda and other documentation; identify experts and participants; carry out programmatic/administrative tasks necessary for the achievement of expected results in the assigned substantive area; participate in preparing specialized technical assistance delivery tools, such as manuals and guides. • Provide criminal investigation and/or prosecution (international, regional or national) training and serve as an operational mentor towards building capacity of national law enforcement, prosecutorial agencies and other relevant counterparts to successfully investigate and prosecute TIP/SOM, including where appropriate, with a focus on financial investigations, investigations of crimes affecting children, the investigation of sexual and gender-based violence and forced labour. • Support GLO.ACT national project staff in the South Asian countries in delivering the country workplans by providing substantive and administrative support and inputs. • Undertake frequent mission travel in the project countries and as required, in the South Asia region. • Act as regional focal point by coordinating and liaising with ROSA and UNODC HQ staff as well as other relevant international and regional actors, national and nongovernmental actors in order to facilitate project implementation and create synergies. • Ensure regular communication with national counterparts and national project staff and HQ and ensure that timely reporting obligations towards HQ’s reporting to the donor are fulfilled in a timely manner. • Initiate, coordinate and participate in the preparation and drafting of a variety of written outputs, such as technical publications, background papers, progress reports, evaluation reports, mission reports, briefings and presentations. • Prepare inputs for performance parameters and indicators, programme performance reports as well as inputs for results-based budgeting and results based management as part of the monitoring, evaluation and learning plan. • Support the GLO.ACT South Asia visibility and communications plan, including submitting inputs in a timely manner. • Contribute to the implementation of the UNODC Regional Programme for South Asia and support delivery of TIP/SOM components of other UNODC projects related to TIP/SOM, including terrorism, and transnational organized crime. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other duties to support project implementation, as required.
Competencies
Professionalism: Has expert knowledge and understanding of the relevant aspects of trafficking in persons and the smuggling of migrants (TIP/SOM). Has knowledge of criminal investigations of transnational organized crime (including leadership and network analysis), the investigation of sexual and gender-based violence, financial crime and crimes against children. Demonstrates knowledge of regional and international cooperation in criminal matters. Has ability to foster regional and international contacts and cooperation relevant to the effective operation of a country’s counter TIP/SOM regime. Demonstrates ability to liaise with law enforcement/prosecutors and to prepare documents required by the courts in the course of investigations and prosecutions. Has knowledge of and ability to provide training and mentoring of prosecutors, law enforcement officers, intelligence officers, or other criminal justice officials in matters relating to the investigation and prosecution of TIP/SOM, including in situations of conflict. Demonstrates knowledge and understanding of relevant international instruments, including the UN Conventions, Protocols and Security Council Resolutions relating to TIP/SOM. Is able to provide expert advice and to be proactive in seeking to develop new areas of work within identified objectives and strategies. Has ability to analyze and interpret data in support of decision-making and convey resulting information to management. Education
An advanced university degree (Master’s degree or equivalent) in law, criminology or related disciplines is required. A first-level university degree in similar fields, in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of relevant, progressively responsible professional work experience, including international work experience, in crime prevention and criminal justice is required. At least five years of work experience advising on relevant legislation, investigations, intelligence, law enforcement and prosecution of TIP/SOM are required. Work experience in the development and delivery of TIP/SOM law enforcement training and providing advice and assistance to national authorities in countering TIP/SOM on investigations or prosecutions, is required. Work experience in rule of law and criminal justice reform is desirable. Work experience with TIP/SOM capacity building is desirable. Work experience within the United Nations system or similar international organization, is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
