JOB DESCRIPTION

 

Jerusalem Office – UNOPS Project Management and Infrastructure Centre of Excellence

Since the opening of the Jerusalem Office in 2006, UNOPS has significantly strengthened its operations in Palestine. Our expert knowledge, skills and management systems contribute to the sustainable development of public infrastructure in Gaza and the West Bank, including Area C and East Jerusalem.

 

 

Under the oversight of the Director of the UNOPS Jerusalem Operations Center and direct supervision of the Partnerships Advisor the incumbent will be responsible for the following:

Partnership and programme development planning

  • Contribute to the development of partnership and programme development plan in line with UNOPS Strategic Plan and Regional Strategies including country context and analysis of development and humanitarian landscape.
  • Coordinate and collaborate with relevant Partnerships personnel at local, liaison and HQ level as well as Project Managers and project personnel of the country office.

Develop opportunities and Resource Mobilization

  • Monitor and evaluate humanitarian and development trends and needs to identify areas of collaboration within UNOPS mandate and existing capacity.
  • Research events, publications and announcements, to track and screen opportunities for possible UNOPS interventions and identify trends that will drive partnership opportunities
  • Contribute to the identification, design, formulation and negotiation of new projects and programs
  • Coordinate proposal development process including the drafting of concept notes and project document briefs for discussion with partners.
  • Coordinate technical and financial requirements, and negotiate proposals to close new project opportunities.
  • In liaison with HQ, draft agreements and/or contractual documents required for the signature and implementation of new projects.
  • Support the regular updating of donor mapping and assessments on partner needs
  • Support the proposal development process including the following:
  • Participate in the identification of new projects
  • Draft sections of the proposal related to project background with updated figures
  • Consolidate technical input
  • Support establishing contacts with potential partners, organizing meetings and negotiations, and prepare subsequent records of meetings, plan of action and follow-up for potential partnerships development opportunities
  • Participate in field visits for needs assessments.

Representation and interagency partnership

  • Establish partnerships with UN agencies, international organizations, governments, foundations, international NGOs and private sector organizations to diversify project opportunities.
  • Participate in and report on the relevant inter-agency, donor and government coordination meetings including addressing project development issues in consultation with UNOPS project managers and technical experts when required.
  • Take part in UN common planning and programming processes, including strategic country analysis, UNDAF, response plans, etc, ensuring that UNOPS priorities and programmes are included and reflected in the relevant plans and strategies.

Knowledge management and innovation

  • Contribute to the ongoing research, development and implementation of best practice and innovative approaches to maximize performance and sustain achievements in project and partnership development.
  • Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge building within project and partnership development.
  • Provide regular feedback on existing systems, tools and resources to ensure its relevance to day-to-day operations.
  • Represent UNOPS in the UN Communications group, as well as other relevant national and UN coordination groups and working mechanisms as required
  • Support the drafting of visibility plans for ongoing projects in coordination with Project Managers
  • Draft press releases regarding UNOPS projects in line with the donor agreements
  • Produce fact sheets on specific projects and UNOPS services
  • Provide substantive content for UNOPS website and social media
  • Manage the UNOPS twitter account for the office
  • Coordinate with UNOPS HQ on publishing the press releases and other external communication on UNOPS website and social media

Support to Reporting

  • Maintain and track routinely donor reporting matrix in line with existing agreements and in collaboration with the Project Managers
  • Support Project Managers in the drafting of quality and timely donor reports in accordance with donors’ agreements and UNOPS policies, including the following:
  • Prepare donor report templates in line with signed agreements and specific requirements;
  • Review and comment on donor reports to ensure results-based reporting and improve content and quality.
  • Report on UNOPS activities as related to the UN Joint Frameworks, strategic and humanitarian response as applicable
  • Collate UNOPS input to UN reports as applicable

Education

A first level university degree (Bachelor degree or equivalent) in Business Administration, political science, international relations or related fields is required. Advanced university degree (Master or equivalent) can compensate for 2 required years of experience.

Experience

  • Minimum of 2 years of progressively responsible experience project development, research and report writing, strategic planning including experience at the international level, and facilitating partnerships.
  • Experience in producing analytical reports and communications products is required
  • Prior experience working with bilateral and multilateral donors is required.
  • Computer literate, in particular MS Word, Excel and PowerPoint is required.
  • Experience in preparing, coordinating and leading donor reporting processes, as well as governmental and UN’s planning processes is preferable.
  • Experience in the humanitarian and/or development sector is preferable.
  • Good knowledge of the situation and challenges in the Middle East or prior working experience in the region is an asset.
  • Experience with inter-agency and governmental planning processes is desirable.
  • Knowledge of digital media, visual communication and interactive storytelling methods is desirable.
  • Experience in the UN system is an asset.

Language Requirements

  • Fluency in written and spoken English.
  • Fluency in Arabic is a strong desire.

 

 

Contract type: Local ICA
Contract level: ICS8
Contract duration: Ongoing & 7 months, possible extension depending on budget availability and satisfactory performance.
The recommended candidate will be offered an ongoing position and the second one will be offered the temporary parental cover.
