TERMS OF REFERENCE FOR INTERNSHIP

Background information/Organizational Context (brief introduction on UNHCR and on the functional unit/office where the intern will be placed, highlighting the benefits of undertaking an internship):

Costa Rica, historically a human rights champion, has a favorable framework for the protection and integration of asylum-seekers and refugees. The country has ratified the 1951 Refugee Convention, the Protocol Relating to the Status of Refugees, Convention relating to the Status of Stateless Persons; and has also developed national normative on refugees. The determination of refugee status is carried out by the Costa Rican State through the Migration Authority with assistance from UNHCR.
Following the recommendations included in the Annex I of the New York Declaration (2016), Costa Rica engaged in the development of its own Comprehensive Refugee Response Framework national chapter in 2017. This national chapter, locally known as MINARE, was the result of a broad-based consultation process with different stakeholders that identified the protection gaps for refugees and asylum seekers and outlined specific commitments to address those needs, strengthen the asylum system and facilitate the integration of refugees and asylum seekers. The same year and with the MINARE in place, Costa Rica signed the San Pedro Sula Declaration that set the grounds for the establishment of the Comprehensive Regional Protection and Solutions Framework (MIRPS), as regional coordination platform to develop regional cooperation and responsibility sharing mechanisms among its members.
Currently, Costa Rica is facing challenges due to the significant increase in the number of asylum-seekers in the past 5 years, particularly from Venezuela and Nicaragua, but also from North of Central America, Colombia, and Cuba. Despite Government’s efforts, this recent influx has posed serious strains on the national systems of response including education, health, social protection, and legal assistance. The Refugee Unit’s capacity to receive and process cases was exceeded causing significant delays on delivering asylum-seeker documentation and work permits which affected the access of people of concern to rights and services and ultimately increased their vulnerability.
In 2018, UNHCR opened a field office in Upala, in the north of the country. In 2020, another field office was opened in San Jose to provide basic services to persons of concern including registration, socio-economic evaluations, delivery of humanitarian assistance including cash-based intervention and medical insurance. In 2024 UNHCR opened three adicional offices in San Jose for SMO project, FO in Ciudad Neily and FO in Los Chilles.
UNHCR will continue to support the national authorities and key partners to respond to the situation of persons of concern, strengthen and guarantee protection and solutions. UNHCR will also continue to support the Government of Costa Rica to reach its pledges to eradicate statelessness.

Nature of the Position
Due to drastic increase of staff and new offices opened in 2024, there are increased needs for LAN , security systems installations. The office faces increased number of users’ requests which require due and timely atencion. At the end of the year 2024, there is a need to run physical verificacion excecise for all UNHCR assets and duly reflect status and date of verification in ERP Oracle and if required duly process retirement.
The ITC intern will be supervised by the ITC Associate . The intern will receive regular guidance and advice from the supervisor to implement ITC related tasks in San Jose tree office locations. Advice and operational support may also be received from other Admin staff.
All UNHCR staff members are accountable to perform their duties in line with the regulatory framework of UN and UNHCR which includes Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core and functional competencies and UNHCR’s core values of professionalism, integrity and respect for diversity.

Duties and Responsibilities
• All duties and roles should done in line with UNHCR Administrative and DIST regulations, provided by the supervisor.
• Review of users’ request received by email and timely response, follow up with
• ITC team.
• Attend in person users’ locations to speed up resolution de cases.
• Run physical verification exercise of all UNHCR ITC assets (laptops, Meraki, Cisco , other equipment) and provide excel with verified equipment.
• Support ITS Associate in LAN and security systems maintenance.
Minimum qualifications required
• Bachelor of Science or 4-year college degree in Information Technologies and Telecommunications, or related degrees.
• Computer literacy and good organizing skills.
• Client orientation, motivation and rapid response to users’ requests.

Eligibility
In order to be considered for an internship, candidates must meet the following eligibility criteria:
• Recent graduate (those persons who completed their studies within one year of applying) or current student in a graduate/undergraduate school programme from a university or higher education facility accredited by UNESCO; and
• Have completed at least two years of undergraduate studies in a field relevant or of interest to the work of the Organization.
An individual whose father, mother, son, daughter, brother or sister is a staff member of
UNHCR, including a Temporary Appointment holder or a member of the Affiliate Workforce, is not eligible for an internship.

Allowance
Interns who do not receive financial support from an outside party will receive an allowance to partially help to cover the cost of food, local transportation and living expenses.
