JOB DESCRIPTION

Org. Setting and Reporting
The five regional offices of the ITC Division of Country Programmes (DCP) are responsible for coherence and impact of ITC’s programmes at the country and regional levels. They build and maintain close relations with partners in ITC’s beneficiary countries to ensure a demand-led approach for all projects. Each office coordinates throughout the project cycle in the design, implementation and monitoring of projects. This position is located in the Office for Eastern Europe and Central Asia (OEECA). The focus of this job is to coordinate, implement and monitor ITC’s activities and projects in Eastern Europe and Central Asia.
Responsibilities
Under the direct supervision of the Senior Programme Officer and overall guidance of the Chief, Office for Eastern Europe and Central Asia, the Programme Officer will be responsible for the following duties: • Participates in the development, implementation and evaluation of assigned projects; monitors and analyzes project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Plans and organizes consulting assignments by conducting/facilitating workshops and interactive sessions, and ensuring effective stakeholder engagement. • Researches, analyzes and presents information gathered from diverse sources. • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in the above subjects in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in trade related project or programme management, administration or related area is required. Three years’ experience dealing with projects in Eastern Europe and/or Central Asia is desirable. Experience in the UN common system is desirable.
Languages
For the position advertised, fluency in English and Russian is required.
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
