Duties and Responsibilities
United Nations Interregional Crime and Justice Research Institute (UNICRI) is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI’ s goals are: • to advance understanding of crime-related problems; • to foster just and efficient criminal justice systems; • to support the respect of international instruments and other standards; • to facilitate international law enforcement cooperation and judicial assistance. Integrated knowledge management through research and the dissemination of relevant information on crime prevention and criminal justice is one of UNICRI’s core objectives. This objective is reliant upon specialized training and education activities. The purpose of UNICRI’s websites is to update stakeholders about the mandate and activities of the Institute; support the establishment of a reliable base of knowledge; promote appropriate strategies, policies and instruments; facilitate the exchange and dissemination of information/documentation worldwide to respond to the need of the international community; and contribute to raise awareness on priority issues. UNICRI is seeking a Drupal developer and technical lead responsible for strategic application development, systems integration, and platform management across the UNICRI initiatives. In accordance with existing operational needs (collected from the focus group composed of the key UNICRI stakeholders), the Drupal Developer, in coordination with the IT and Public Information teams, will be responsible for updating existing websites and migrate it to a cloud infrastructure with all features and content complete. In addition, the consultant will also participate in various backup, restructuring and migration operations of the websites UNICRI (Drupal), Onuitalia (WorldPress) and Freedom From Fear (F3) magazine (WorldPress) websites. The consultant will also assist the IT team in the maintenance of the websites and provide other relevant services on an as-needed basis, as requested by the IT and Public Information teams. Specific tasks to be performed by the consultant: Under the supervision of the Associate Public Information Officer (focusing on content development, graphics, and user experience) and Information Technology Assistant (focusing on IT infrastructure and Drupal platform issues) and in close collaboration with the IT and Public Information (PI) respective teams, the Web Developer will perform the following tasks: Migration of Data – In coordination with the IT department, the consultant shall consolidate the actual and future database solving the errors the current database is causing; – In coordination with the IT and Public Information Department teams the consultant shall complete the migration of data from the old UNICRI website to the new platform; – In coordination with the Public Information Department the consultant will support the enhancement of the graphical components of the websites, ensuring improvements in visual design and user interface elements. Documentation – The consultant shall provide a full list of standard operating procedures (SOPs) for every necessary intervention required on the various UNICRI websites; – The consultant shall provide a detailed list of operation to be performed for the maintenance of the platform; – The consultant shall provide a full and deep documentation of the used technologies and their consequent implementation; – The consultant will produce a final comprehensive needs and gap analysis related to the maintenance and ongoing support of the websites (including additional training for the IT and Public Information teams). Training – The consultant will be responsible for providing a series of trainings sessions on both aspects, i.e., content and system maintenance, to the various stakeholders involved e.g., IT, PI, etc.
Qualifications/special skills
At least a Master’s degree in Information Technology, system engineering, management information system, or related discipline is required. A Bachelor’s degree in the same fields and in combination with two additional years of qualifying experience may be accepted in lieu of the Master’s degree. At least five years of experience in IT developing, deploying, and updating including experience with content management systems like Drupal and WordPress, is required. Experience with PHP, MySQL, SQL queries is required. Experience with Linux and Windows operating system administration is required. Experience with internal or external clients for conceptualizing, developing, and presenting creative solutions is highly desirable. Experience with supporting technologies, including but not limited to version control systems (Git / SVN), continuous integration, and configuration management is desirable. Experience with the United Nations or similar international organizations is desirable.
