How can you make a difference?

Monitoring and Evaluation Officer is accountable for the accomplishment of the stated key end-results by providing professional expertise and assistance in information/data collection, statistics and data analysis, monitoring & evaluation (M&E), preparation of reports, communication and partnership, and in implementing training programmes for national and sub-national data collection, monitoring, evaluation and research capacity building with special attention to the interest, concern and participation of primary stakeholders. The Monitoring and Evaluation Officer in São Paulo in particular leads those activities as they relate to the Child Protection programme and to the programme implemented in large urban centres.

The Monitoring & Evaluation Officer will accomplish this by:

1.  Evidence generation: Provide technical support to ensure that the Country Office and national partners use a well-prioritized and realistic plan of research, monitoring and evaluation activities that will provide the most relevant and strategic information to manage the Country Programme, including tracking and assessing  UNICEF’s distinct contribution.

2.  Situation Monitoring and Assessment: Provide technical support to ensure that the Country Office and national partners have timely and accurate measurement of change in conditions in the country or region, including monitoring of socio-economic trends and the country’s wider policy, economic or institutional context, to facilitate planning and to draw conclusions about the impact of programmes or policies, particularly those related to violence against children and the Child Protection Programme.

3. Programme Performance Monitoring: Provide technical support to ensure that the Country Office has quality information to assess progress towards expected results established in annual work plans. This outcome involves: (i) Compiling monitoring and evaluation information/data and making them available to program/planning sections; (ii) Contributing to the preparation of reports and drawing on monitoring and analysis of key management indicators; and (iii) Assisting in the preparation of reports on systemic issues, good practices or any other analysis or data related to program implementation and/or evaluation.

4.  Evaluation: Provide technical support to ensure that a well-prioritised and strategic selection of evaluations at programme or Country Office strategy level is managed in order that each evaluation is designed and carried out with quality process and products and that evaluation results are useful to the intended audience.   

5.  M&E Capacity Building: Provide technical support to ensure that the monitoring and evaluation and other relevant capacities of staff and partners – government and civil society – related to data, research, and evidence are strengthened, enabling them to increasingly engage in and lead policy and programme implementation for children. That support will particularly relate to data and evidence on violence against children.

6.  Advocacy, networking and partnership building: Establish operative partnerships with critical partners in government, civil society and academia to effectively support the correct and compelling use of data and evidence on the situation of children and coverage and impact of child focused services, particularly in the area of child protection and violence against children.

Minimum requirements:

  • Education: University degree in social sciences, economic sciences, political sciences, development planning, evaluation, advanced statistical research.
  • Work Experience: A minimum of two years of relevant professional work experience in programme development and implementation including monitoring and evaluation activities. Previous experience with UN evaluations is an asset.
  • Skills:
    • Knowledge of Project and Activity Evaluation
    • Professional technical knowledge/expertise in Data Collection
    • Professional technical knowledge/expertise in Evaluation Process Management, Follow-up on Recommendations and Dissemination of M&E results.
    • Working knowledge of use of data visualization packages, such as PowerBI, Tableau, or similar ones, is desirable.
  • Language Requirements: Fluency in English and Portuguese is required. Knowledge of Spanish is an asset.

Desirables:

  • Developing country work experience and/or familiarity with emergency.
  • At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.
  • Previous experience working with Brazilian research and administrative data sources, such as IBGE, DataSUS, INEP, Sipia and FBSP, is an asset.
