Mission :

Under the supervision of the Deputy Country Director, you will develop, scale up, and guarantee the quality and relevance of ACF’s FSL strategy and programs in Yemen, in conformity with ACF, international standards, and national policies.
More precisely, you will be responsible for the following missions:
Contribute to defining the country strategy, as well as the strategy and positioning of the FSL technical department.
Adopt the technical strategies and positions produced by headquarters.
Coordinate the identification of needs and formulation of project proposals.
Define, coordinate, and carry out the assessments of FSL needs in the project and closely related areas.
Coordinate and/or write reports on the assessment of needs, feasibility, and proposals to funding agencies.
Validate the methodologies and documentation produced by PMs.
Conduct regular visits to projects and maintain functional interaction with PMs.
Ensure quality and cost-effectiveness of FSL intervention at the country level:
Check conformity with standards (SPHERE, WHO, national, etc.).
Arrange field visits and produce reports containing technical and operational recommendations.
Ensure the active participation of Action Against Hunger in national sectoral coordination and technical forums, and develop sectoral partnerships.
Participate in the recruitment of national PMs or be involved in the selection of expatriates (defining profiles, conducting interviews and/or complementary tests, evaluating technical competence for the project).
Contribute to the technical aspects of drafting HR appeals for expatriates (job descriptions, technical recruitment criteria, action plans).
Promote capitalization, technical development, and research within the FSL Department.

Profile :

You hold a Master’s degree or equivalent in agriculture, social sciences, or a related field, with at least 5 years of field experience in the FSL sector with a humanitarian NGO, including 2 to 3 years in the same and/or similar positions.
You have experience in cash-for-work, agricultural, and cash distribution programs. Additionally, you have experience working with the private sector, social entrepreneurship, and SMEs.
You have knowledge of program management in the field. Experience working on the Syrian crisis or in the Middle East would be an advantage.
You are familiar with standard logistics, financial, and HR procedures and practices.
You have a high capacity for work, are able to manage stress, and work effectively under pressure, demonstrating a high degree of flexibility. You also possess excellent interpersonal, organizational, prioritization, and communication skills.
Fluency in English (spoken and written) is required, and knowledge of Arabic is considered as an asset.

12-month fixed-term contract under French or Yemeni labor law.
For internationals candidatesMonthly gross salary from 2597 to 2968euros upon experience including 13th month
Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
Annual salary increase: 6% increase after and each 12 months of continuous contract
Monthly per diem and living allowance: 730 USD net, field paid
Monthly country allowance: 450euros
Child allowance: 1500euros per year per child present in the country of origin (maximum 6000euros/year)
Transportation and accommodation: Coverage of transportation costs and guest house
ACF covers 100% of the social security, health insurance, and repatriation insurance.

For nationales candidates:Basic Salary: Starting from 2803 USD per month
Transportation allowance: 120 USD per month
Social Security Insurance: Employer contribution 9% of gross salary, Employee contribution 6% of gross salary
Annual leave: 2.5 days per month
Eid Bonus: A full month basic salary bonus for each working year
Private Health insurance: : 100% health care coverage provided by the organization
Private life insurance: Premium coverage provided by the organization
Training: Free and direct access to the e-learning platform.
