JOB DESCRIPTION

Result of Service
The incumbent will provide support to the GFC Secretariat in executing its additional needed functions during the transitional period from SAICM to GFC. The functions of the secretariat are listed in Section X.C of the Framework. These services will contribute to the achievement of reporting tasks and the early implementation of the GFC workplan.

Duties and Responsibilities
The consultant will fill the workload gap in the absence of a dedicated GFC communications specialist. The consultant will support the transition phase by developing and executing a web content management plan that goes all the way to June 2025, and beyond. The responsibilities: • Project management for the transition from the GFC’s satellite website to unep.org; • Support GFC’s broad objectives and how the digital portfolio can help deliver; • Support user experience e.g. user groups, user research, user testing, etc.; • Search on how different user groups search for GFC products and how the existing products cater for these; • Develop GFC timeframes for delivery of: i) new or changed products, ii) GFC budget for realizing the delivery of new or changed products; • Report order of priority for any new or changed products; • Conduct an analysis on who or which organization(s) might deliver changes i.e. code changes rather than content changes, to existing products or new products Develop GFC team capacity to manage different product solutions e.g. upload copy/image content, vet users, etc.; and • Analyse UNEP and/or GFC stakeholders and their role in product delivery or budgetary sign off.
Qualifications/special skills
An advanced university degree (Master degree or equivalent) in computing/information technology or related field. University studies in combination with an additional three years of qualifying experience may be accepted in lieu of the advanced university degree. . Professional experience of at least seven (7) years with web-administration, content management or graphic design using related software and/or web/digital standards; • Excellent communication skills, • Ability to work independently and as part of a team.
Languages
Excellent written and oral communication skills. Fluency in written and oral English is required. Knowledge of another official United Nations language is an asset.
