Organizational Setting and Reporting Relationship

The position of Senior Economics Officer is assigned to the Uzbekistan Resident Mission (URM) within the Central and West Asia Department. You will be based at our Resident Mission Officer in Tashkent, Uzbekistan.

You will report to the Country Director, URM, Country Operations Head, URM, and other designated International Staff and may supervise Administrative Staff. You will also have a matrix reporting line to the Regional Lead Economist for Central and West Asia Regional Department (CWRD) for economic analysis of country partnership strategies; country economic monitoring and economics-related analytical work.

Your Role

As a Senior Economics Officer, you will take the lead role in the assessment of economic developments in Uzbekistan and support economic analysis related to ADB’s operational strategies and programs. You will assist in policy dialogue with the Government to promote and facilitate ADB policy, strategies and programs, and coordinate with other development partners in pursuing policy discussions. You will report to the Country Director, URM, Country Operations Head, URM, and/or other designated International Staff and may supervise Administrative Staff.

You will:

  • Assist the Regional Lead Economist with ADB’s country strategy and assist the Country Operations Head with the programming process for host country by assisting the Government and ADB in the assessment of the overall economic performance and development prospects, diagnostic studies, indicative country pipeline and monitoring, country performance assessments and divisional work program and budget frameworks; participate in project, sector, and program analytical studies and evaluations.
  • Monitor and analyze macroeconomic, social, and sectoral developments with a focus on developing strategies and programs, including policy reforms, institutional improvements, and investment programs. As a core member of Uzbekistan Country Management Team, provide regular updates and advice on key country developments.
  • Support upstream diagnostic work on identification of opportunities for nonsovereign transactions through economic and sector analyses.
  • Be URM’s focal point for operational and economic dialogue with the Government and development partners.
  • Provide technical leadership to in-country knowledge management, promote knowledge management in URM, including as a lead for country knowledge plan, and cooperate with the focal points in its implementation through collaboration and knowledge sharing.
  • Serve as a key role in preparation of periodic knowledge solutions.
  • Contribute to the preparation of TA projects and studies on economic and social analysis. Assist government agencies in strengthening their economic management and policy formulation capacities.
  • Perform other duties as may be assigned and reflected in your workplan.

Qualifications

You will need:

  • Bachelor’s degree in Economics, Finance, or other related fields; preferably with master’s degree University degree combined with specialized experience in similar organizations may be considered in lieu of a master’s degree.
  • At least 10 years of relevant professional experience in country programming, economic and sector policy formulation, macroeconomic analysis, project processing and administration, and at least 5 years of supervisory experience.
  • Excellent English and Uzbek communications skills.
  • Sound knowledge of government institutional /administrative systems/procedures and demonstrated ability to work effectively with government officials.
  • Ability to supervise and mentor junior staff to facilitate work planning, delivery and quality review
  • Ability to work collaboratively with teams as both a leader and member.

Additional Information

ADB will be rolling-out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference. This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
