Qualifications

Purpose of consultancy

To contribute to the development of funding proposals to enable attainment of financial, technical, and nonfinancial resources for the global Eliminate Yellow fever Epidemics (EYE) strategy implementation at global and regional level.

Background

WHO and partners developed a long-term global Eliminate Yellow fever Epidemics (EYE) strategy (2017-2026) to respond to the increasing risk of large urban yellow fever outbreaks with risk of international spread and threat to global health security. In 2022, a midterm external review of the Strategy was conducted and serves as a basis to revise key actions for the 2023-2026 period. To ensure sustainable progress of the strategy, accelerate implementation and renew global and regional engagement in the second term, it is important that funding is guaranteed for new, critical and underfunded thematic areas.

The consultant will perform the following:

  1. Develop funding proposals for global and regional (Africa, Latin America, and the Caribbean) EYE strategy implementation.
  2. Provide advocacy expertise to enable attainment of financial, technical, and non-financial resources for the global EYE strategy.

Deliverables

  • Deliverable 1: Develop and submit a concept note and funding proposal for the protection of vulnerable populations or priority thematic area defined by the focal person for EYE strategic objective 1 (protect at-risk populations).
    Expected by month 2.

    • Activity 1.1: Completion of first draft by month 1.
    • Activity 1.2: Finalization by month 2.
  • Deliverable 2: Develop and submit a concept note and funding proposal for yellow fever urban readiness or a priority thematic area defined by the focal person for EYE strategic objective 2 (prevent international spread).
    Expected by month 3.

    • Activity 2.1: Completion of first draft by month 2.
    • Activity 2.2: Finalization by month 3.
  • Deliverable 3: Develop and submit a concept note and funding proposal for yellow fever surveillance or a priority thematic area defined by the focal person for EYE strategic objective 3 (contain outbreaks rapidly).
    Expected by month 4.

    • Activity 3.1: Completion of first draft by month 3.
    • Activity 3.2: Finalization by month 4.
  • Deliverable 4: Develop and submit a concept note and funding proposal for yellow fever prevention and control in the mining industry of the Democratic Republic of the Congo (Lualaba Tanganyika, Haut Lomami, Haut Katanga).
    • Activity 4.1: Completion of first draft by month 4.
    • Activity 4.2: Finalization by month 5.
  • Deliverable 5: Develop and submit a concept note and funding proposal for the provision of yellow fever prevention and control through bundled services in humanitarian settings in Nigeria (Borno state).
    Expected by month 5.

    • Activity 5.1: Completion of first draft by month 4.
    • Activity 5.2: Finalization by month 5.
  • Deliverable 6: Develop and submit a concept note and funding proposal for the roadmap for EYE strategy implementation in the Americas.
    Expected by month 6.

    • Activity 6.1: Completion of first draft by month 5.
    • Activity 6.2: Finalization by month 6.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • Advanced university degree in international or public relations, business administration, communications, social sciences, law, public health or another related field.

Desirable:

  • Specific training in resource mobilization.

Experience

Essential:

  • At least 7 years of relevant experience combined at the national and international levels, in the areas of partnerships, donor relations, private sector engagement or resource mobilization, with emphasis on public health.
  • Experience in developing business cases in the global health field.
  • Experience in conducting cost studies in health care.
  • Experience with fundraising for projects in Africa or the Americas especially for health and specifically for immunization programmes.
  • Experience with WHO, UN agencies, or a health cluster member organization.

Skills/Knowledge:

Essential:

  • Solid knowledge of advocacy, communications, partnerships, grant writing, donor outreach and resource mobilization best practices.
  • Excellent written and oral communication skills with the ability to convey complex proposal development, donor reporting/relations with clear recommendations.
  • Proactiveness and capability to attain set objectives independently.
  • Ability to write in a clear and concise manner and produce high quality reports.
  • Knowledge of the work of UN, public health agencies and the practical considerations for funding and advocacy.
  • Knowledge of stakes linked to arboviral diseases and/or tropical diseases with epidemic potential.
  • Knowledge of Immunization programmes.
  • Ability to work together as a team with a variety of stakeholders and meet deadlines.
  • Proficiency in the Microsoft office suite of applications (Word, Excel, PowerPoint, Teams, SharePoint) and remote working technologies.

Languages and level required (Basic/Intermediate/Expert):

Essential:

  • Expert knowledge of English
  • Expert knowledge of French

Desirable:

  • Intermediate knowledge of Spanish.

Travel

The consultant is expected to travel.

Remuneration and budget (travel costs are excluded)

Remuneration:

Band level B: USD 7,000 – 9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

Expected duration of contract:

Contract duration varies from 1-11 months. Additional contracts may be offered based on programme needs and availability of funds.
