PROJECT BACKGROUND

GGGI has been working with the Government of Colombia to advance green growth policies and green investments through strategic partnerships such as with the Ministry of Environment and Sustainable Development, the Ministry of Agriculture and Rural Development, the Ministry of Treasury and Public Credit, and the National Planning Department (DNP), among others. Since 2014, GGGI has supported the DNP in its objective of advancing a green growth vision and transition plan for Colombia that can help climate goals and SDGs achievement. GGGI supported the development of the Green Growth Taskforce led by DNP (2016-2018), which produced solid and relevant information for the design and concertation of the Green Growth Policy- GGP (adopted using CONPES 3934 of 2018).

One strategic axis of the GGP aims to promote the sustainable use of natural capital, which includes the Bioeconomy as one key strategy to foster the low carbon economy through adding value to generate products, processes, and services based on responsible use of biodiversity and biomass. In that regard, GGGI supported the Ministry of Science, Technology, and Innovation – MinCiencias, the National Planning Department, and other stakeholders in the technical design and concertation of the National Bioeconomy Mission “Para una Colombia Potencia viva y diversa: hacia una Sociedad impulsada por el conocimiento”.

Besides, GGGI was awarded by the UKPACT program in 2021 Colombia to develop the project “Accelerating the development of new bioeconomy businesses and enhanced capacities for green jobs promotion and increased climate action ambition from policy implementation and integration”, in which a Bioeconomy Accelerator Mechanism was created to enhance the capacity of bioeconomy business and strengthen the capability of MinCiencias to meet their target of 126 and 500 bioproducts endorsed by 2022 and 2030, respectively: Complimentarily, a knowledge-sharing component to disseminate case studies, lessons learned, best practices, and recommendations.

GGGI with MinCiencias support, designed and launched 2019 the Bioeconomy Projects Acceleration Mechanism – MAPBIO, which aims to provide technical assistance to accelerate bioproducts in the last mile. The first call for proposals received 26 proposals evaluated through a multicriteria analysis; the mechanism supported four bioproducts. After successfully implementing MAPBIO 1.0, GGGI was awarded an extension project for scaling up MAPBIO and developing further activities with MinCiencias and INNpulsa. The current call pro proposals MAPBIO 3.0 received were focalized in the Pacific and Amazon region and received 12 submissions and selected 2. In total, we have successfully supported 20 bioproducts to contribute to the national goal of reaching 500 registered bioproducts by 2030.

Additionally, GGGI, in the framework of the UK PACT Bio Rural project, will support the design and implementation of Interinstitutional Mechanism for Articulation in Bioeconomy under the leadership of the National Planning Department (DNP) as a measurement to strengthening the Bioeconomy in Colombia.

In this context, during the 2024-2025 Bio Rural project phase, the engagement of an individual consultant is required to provide technical assistance in consolidating a sustainability strategy for the Interinstitutional Mechanism for Bioeconomy Coordination. This will involve the formulation of operational manuals, as well as the definition of institutional frameworks and funding mechanisms.

OBJECTIVES OF THE ASSIGNMENT

The objective of this consultancy is to provide technical support to GGGI and the Subdirectorate of Environmental Management of the National Planning Department (DNP), in the design and implementation of a mechanism for coordination and intersectoral articulation around the bioeconomy model, which provides solutions to the gaps in its implementation in the territories and in the mobilization of resources for its financing.

DELIVERABLES AND PAYMENT SCHEDULE

1. Consultancy Workplan

The consultant must prepare a detailed workplan outlining the timeline of primary activities, methodology, milestones, validation meetings, and partial and final deliverables.

2. Policy Framework, using primary and secondary information.

  • Document with the key concepts of the bioeconomy model within the current policy framework and policy instruments in Colombia, as well as the benefits of its implementation in the country.
  • Report with the analysis of the main policy instruments that promote the bioeconomy in Colombia, identifying the roundtables related to coordination and articulation for decision-making in the field of bioeconomy, which justifies the relevance of developing a mechanism for coordination and intersectoral articulation around the bioeconomy model. It also highlights the background of the coordination of the actors and their results.
  • Minutes of at least of 2 internal workshops with the DNP and GGGI teams to present the Policy Framework.
  • List of stakeholders to integrate the mechanism for coordination and intersectoral articulation around the bioeconomy model, including contact information, functions and roles.

3. Designing and early implementation, support of Bioeconomy Mechanism of challenges and stakeholders in strategic industries:

  • Draft document with the proposal of the technical and operational aspects of a mechanism for the coordination and articulation of the entities around the bioeconomy model, which includes: the objectives of the mechanism, strategic lines, actions, responsible, permanent actors and guests, roles of the actors in the mechanism, among others.
  • Support the planning, management and development of workspaces with the actors involved to discuss, agree and formalize the implementation of the mechanism of articulation and coordination in bioeconomy, including the development of minutes.
  • Provide technical support to the National Planning Department in its role as technical secretariat of the mechanism of articulation and coordination in bioeconomy, during the early implementation phase.
  • Draft report with the information and recommendations generated from the workshops, roundtables, end general contributions of the stakeholders during the process of designing, formalizing, and early implementation of the articulation mechanism, in order to guide the continuation of the implementation phase.
  • Support the DNP in the generation of concepts and technical inputs related to the object of this consultancy.

4. Consultancy Final Report: The Consultant will present a Final Report summarizing the main deliverables and activities of the assignment, attaching the correspondent evidence such as minutes of meetings, responses to comments and feedback, presentations, concepts, and other kinds of evidence of the support given to GGGI and DNP.

[Reporting Arrangements]

  • The Sustainable Landscapes Implementation Officer shall provide supervision to ensure the timely and quality delivery of products outlined in the contractual objective under support of the Subdirectorate of Environmental Management of the DNP.
  • The consultant’s work progress will be monitored primarily through periodic face-to-face (or virtual) review meetings, and periodicity will be previously agreed with the Contract Supervisor. In these meetings, it will be addressed, among other things, the overview of the contractual obligations, the development of activities, detailed information on achieved milestones, actual achievements made against the timeline initially set, and any other relevant progress details.
  • GGGI’s supervisor must approve all deliverables. Deliverables 1 and 4 must be completed in Spanish and English; the rest should be completed in Spanish.
  • All the deliverables must be completed by GGGI’s or DNP formatting requirements and submitted with proof of editable file back-up (e.g., .docx, .pptx) in the GGGI SharePoint system.
  • Final products must be developed according to standard templates that GGGI will provide the Consultant. Where relevant, the Consultant shall also offer sets of raw data, research materials, and meeting notes related to the contractual objective.

[Suggested methodology and competence requirements]

  • The consultant should follow the specific methods provided by the Contract Supervisor.
  • The consultant will best use both primary and secondary sources of information to develop activities defined under the contract objective.
  • The consultant will be responsible for providing transparent financial information regarding expenses incurred for conducting field visits, orientation meetings, webinars, or workshops.
EXPERTISE REQUIRED
  • (MANDATORY) Degree in Economy, Business Administration, Forestry Engineering, Environmental Engineering, Environmental Management, Jurisprudence, Biology, Life Sciences, or related fields.
  • (MANDATORY) At least four (4) years of professional experience, two (2) years of them in bioeconomy related areas, biodiversity, policy-making process, and environmental sector/business, among other related topics.
  • Knowledge and well understanding about public policy, finance, economy, environmental management, sustainability, or other bioeconomy-related fields.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, etc.)
  • Exceptional analytical and quantitative skills; capacity for synthesis, presentation, and communication; and strategic thinking skills.
  • Organized with excellent time management.
  • Proven ability to work with teams and collaborate.
  • Ability to work well under pressure and have a flexible approach to tasks.
