THE ECONOMICS DEPARTMENT

The Economics Department aims at enhancing economic performance in Member and non-Member countries through sound and innovative policy advice with a view to seeking an inclusive and durable increase in living standards. It deals with a wide array of policy areas combining macro-economic management, with a strong emphasis on structural policy issues to address policy objectives covering material well-being, social concerns and green aspirations. Its policy advice is derived from a variety of sources such as country surveillance, cross-country benchmarking and evidence derived from empirical research. Much of the Economics Department’s policy analysis and advice is provided as input to committee-based peer review and multilateral surveillance processes and contributes to the overall OECD mission. The Economics Department interacts with several other OECD directorates working in specific policy fields.

The Economics Department of the OECD currently employs approximately 170 staff members who support work across a broad range of economic policy areas to ensure impact of the OECD economic policy work in the international governance architecture.

THE POSITION

The Economics Department is looking for an Office Coordinator to ensure the efficient and smooth management of the Director’s office of the Country Studies Branch (CSB). The role requires that the incumbent keep abreast of the numerous and diverse issues addressed by ECO. The selected person will work under the direct supervision and guidance of the Director and Deputy Director and will be required to work pro-actively and independently, in co-operation with other assistants and managers of the branch. S/he will have strong organisational, relational and diplomatic skills.

Job Description

Information and workflow management

  • Review communications and information arriving in the Director’s office: prioritise and disseminate to management and staff; identify issues requiring follow-up, review correspondence prepared in the Directorate.
  • Ensure that matters requiring action by the Director/Deputy Director are brought to their attention.
  • Keep abreast of ongoing work in the Department and in the Organisation in general, particularly where the Economics Department has a specific interest.
  • Manage the review process of reports/papers prepared in the Branch.
  • Propose improvements as to how the Director/Deputy Director’s activities are determined and managed.
  • Liaise with the Head of Department’s office, other directorates in OECD, and institutions and organisations in Member countries.
  • Keep staff in CSB, in ECO and the Organisation informed about what is relevant to their responsibility.

Liaison and co-ordination

  • Ensure efficient communication at all times between the Director, the Deputy Director, Counsellor, the Management Support Unit and Heads of Division.
  • Manage requests coming from the Secretary-General’s office and in particular ensure a follow-up by the relevant managers. Liaise with other experts within the OECD for their input when required.
  • Liaise with OECD member country Delegates and answer questions arising in respect of the organisation of various meetings.
  • Liaise with the documents office, translation service and author divisions and with the Conference Management Unit as regards room reservation issues.
  • Prepare the agendas, documents, schedules and summary records of the approximately 25 EDRC yearly meetings
  • Maintain a range of documents pertaining to EDRC, including the handbook, the Agreed Principles and Practices, examination and special topic schedules, and Counsellor contact lists.

Executive assistance

  • Provide assistance to the Director/Deputy Director and manage the daily running of their offices.
  • Evaluate and assemble background documentation for daily meetings and decisions.
  • Organise the appointments and missions of the Director/Deputy Director. In collaboration with other assistants, co-ordinate the work assignments in the Director’s Office.
  • Maintain electronic filing systems.

Qualifications

Academic Background

  • Very good secondary level of education and training, preferably as an Executive Secretary.

Professional Background

  • A minimum of five years’ experience as an executive assistant to a senior national or high level official, or equivalent and preferably in an international environment.
  • Good general knowledge of the structure and activities of the Organisation and very good knowledge of and/or capacity to quickly learn the administrative rules and procedures of the Organisation.

  • Proficiency with the Organisation’s IT systems, or that of a similar organisation, including in particular with Outlook, Word, PowerPoint SharePoint. Ability to learn new technologies quickly.

  • OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring processes: Vision and Strategy (Level 1); Enable People (Level 1); Ethics and Integrity (Level 1); Collaboration and Horizontality (Level 2); Achieve Results (Level 1); Innovate and Embrace Change (Level 1).

Languages

  • Excellent knowledge of one of the official languages of the Organisation (English and French) including the ability to draft in that language. Very good working knowledge of the other language. Ability to draft in that language would be an advantage.
  • Knowledge of other languages would be an asset.

Contract Duration

  • Two year fixed term appointment, with the possibility of renewal.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen early November and panel interviews are planned for early December.
