Office/Unit/Project Description 

The Locally Cost-Shared Security Budget (LCSSB) for Philippines was endorsed by the Security Management Team (SMT) members, reviewed by the Department and shared with the Security Focal Points of UNSMS organizations present in Philippines. Following UNSMS policy/guidance and discussion by the Security Management Team-Philippines, two authorized activities are addressed in this security budget and linked to approved SRM Measures:

The Security Operations Center (SOC) Assistant/ Security Communications Operator is responsible for monitoring the movement of field mission and receives, transmits or relays security and safety messages and information on behalf of the Designated Official/Area Security Coordinator/Senior Security Personnel (as applicable) via all identified means of communication to personnel

Scope of Work 

 

  1. Operational

• Receives, transmits or relays security and safety messages and information on behalf of the Designated Official/Area Security Coordinator/Senior Security Personnel (as applicable) via all identified means of communication to personnel;

• On receipt of notifications of security and safety incidents, escalates these via the appropriate and defined channels for follow-up and support;

• Using the SCS, monitors the movement of field missions, as defined by the Security Risk Management (SRM) process and appropriate local standard operating procedures (SOPs);

• Based on the local SOPs facilitates the provision of immediate support to the UNSMS personnel involved in security or safety incidents: alerts the response and support functions through the appropriate and defined channels, gives the necessary feedback and input to the personnel involved in the incidents, maintains the communication link to personnel, acts in an overall supportive role. Records all information and communications related to these incidents;

• Notifies the respective UNSMS organization when their personnel are involved in a security or safety incident;

• Monitors the usage of the SCS and ensures it is used according to established SOPs; guide personnel on appropriate behaviour when using the SCS;

• Verifies the operational status of the SCS to ensure that personnel can use or access the SCS and that the SCS is functioning properly. Reports any anomalies to the appropriate authority for further action or guidance;

• Undertakes personnel headcount in accordance with instructions ASA /Senior Security Professional (as applicable), or an established SOP in a timely and accurate manner.

 

          2.  Administrative

• Maintains the contact and residence details of all UNSMS personnel and their eligible dependents, and the contact details of premises and vehicles;

• Maintains the UN warden lists; ASMT/SFP contact list; and other contact information.

• Maintains the contact details of the response team emergency services and support structures of host government, local authorities and contracted private security companies; direct personnel to the nearest one during times of security or safety incidents;

• Maintains records and logs of actions and communications undertaken to support security or safety incidents or any other critical communications;

• Prepares and submits reports, as directed by the ASA

         3. Others

• Perform other duties, as directed by the ASA

4.   Institutional Arrangement

The Security Operations Center (SOC) Assistant/ Security Communications Operator works under the supervision of the Area Security Advisor (ASA). This post is funded under a cost-share arrangement, the Local Cost Shared Security Budget (LCSSB)

 Minimum Qualifications of the Successful NPSA
Min. Education requirements Secondary education is required.

University degree (Bachelor’s degree) in Security Management, Radio Communications and other related field can be given due consideration but not a requirement.

Relevant training and experience can be considered as an alternate to a degree.

Min. years of relevant work experience  Minimum of five (5) years (secondary education) or two (2) years (with bachelor;s degree) or relevant  experience related to operational communications and direct interaction with a broad range of client in the field of safety and security.
Required  skills  Advanced level user expertise of Microsoft Office (Excel, PowerPoint, Word, Access, etc) is required.
Desired skills in addition to the competencies covered in the Competencies section Prior working experience within the UN system, an international NGO, or another international organization is an advantage.

Knowledge and experience in IT skills such as LAN, networking, Desktop Hardware Configuration, Database creation is desirable.

Basic knowledge on radio and satellite communications equipment is desirable

Experience in working in operations centres, radio room, command centres, crisis management, etc.  an asset

Required Language(s)  Fluency in English and Filipino languages is required.

Knowledge of local language(s) used in the operational area is essential;

Professional Certificates NTC Radio License or at least RLM Certificate is an advantage
