Action Against Hunger USA is part of the Action Against Hunger International network. As an independent NGO, Action Against Hunger USA currently manages operations in 8 countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia and Haiti. Action Against Hunger-USA has over $100 million in programs, and approximately 1,800 permanent staff based in New York City, Washington D.C, Nairobi, and country offices. Additional growth is anticipated.

I. Summary of Position

As a member of the Action Against Hunger Somalia Country Office, the Partnerships and Reporting Coordinator will champion ACF’s localization agenda, deepening collaborations and engagement with local partners. The position will also be accountable for quality, timely donor reporting that surpasses donor and ACF program quality expectations

The Position Holder role’s purpose, engagement and delivery are as follows:

Purpose: This role will strengthen ACF Somalia’s engagement with and management of local partners ensuring proper identification, assessments, capacity building as per ACF’s Local Partnership Policy. The role will also improve donor and partner reporting quality and compliance.

Engagement: The Partnerships and Reporting Coordinator leads ACF Somalia’s engagement with its operational/implementing partners. At the country office level, the position will work with the program, finance and compliance teams and at regional level with ACF HEARO Regional grants management teams

Delivery:  the position will be accountable for timely, quality donor reporting, clear communication and engagement with implementing partners and functional partner capacity building plans.

 

II. Essential job duties

Timely and quality donor reporting:

  • Coordinate with program managers and quality assure all program reports ensuring timeliness and alignment to donor-specific reporting and project document guidelines.
  • Establish a reporting schedule, including for implementing partners and facilitate appropriate and timely reminders for timely submissions.
  • Review and feedback on project reporting from downstream partners in close coordination with Program Managers.
  • Ensure lessons learned from the field are incorporated and shared in donor reporting;
  • Lead the compilation of key feedback on reports and use as reference material for quality assurance of subsequent reports
  • In partnership with the BD and Grant, facilitate report writing trainings, including prior preparations for key reporting outputs in order to meet quality expectations from the relevant stakeholders.
  • Lead the compilation and delivery of routine reporting and BD tracker updates to the senior management team and HEARO office
  • Lead the proper archiving and documentation of reports through the ACF SharePoint- No Hunger Forum, easing retrieval across the country program

 

Partnership Management

  • Champion ACF operational/downstream partner relationship management as per ACF local partnership policy principles of complementarity, trust, respect and flexibility, diversity and mutual learning, transparency and accountability
  • Together with the finance department, conduct pre-award due diligence of potential partners through ACF’s due diligence process.
  • Together with the Finance and HoDs, institute and implement partner support and capacity development plans.
  • Provide and/or facilitate partnership management trainings, refresher trainings and ongoing mentorship support on partnership management and compliance for ACF staff.
  • Together with the finance department, monitor sub-grant compliance of implementing partners with ACF and donor regulations and provide periodic orientation to partner staff on sub-grant agreement compliance requirements
  • Support in developing and updating the tracking tools and templates for effective partnership management.
  • Together with the senior management team, map and discreetly profile strategic partners such as in protection, women focused NGOs etc. and/or partners in new areas of expansion for ACF
  • Support program and finance teams in the facilitation and coordination of regular partner program review and peer learning meetings.
  • Maintain a well organized filing system of partnership documents, such as due diligence process, sub-grant agreements, reports etc., within the NHF

VI.  Physical Demands

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

VII. Working Conditions, Travel and Environment

The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

Must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.

 

Requirements

I. Required Qualifications and Professional Experience

  • Bachelor’s degree in Humanities or related courses.
  • A minimum of five years’ experience humanitarian and development programming, at least three of which should be directly in a partnerships management and reporting role
  • Previous experience working with a local NGO would be advantageous

II. Required Skills & Competencies

  • Experience in strategic planning, including an ability to prioritize among competing demands and opportunities, and an ability to scan the horizon and manage risks.
  • Experience working in humanitarian and development contexts as well as recovery and rehabilitation interventions.
  • Experience of working with local/national governments and capacity building of systems, partners and staff
  • Strong diplomatic and relational skills.
  • Strong analytical and writing skills is essential.
  • Knowledge and experience in assessment and research methods.
  • Strong organizational skills and technical review/writing of detailed technical documents.
  • Excellent interpersonal skills, ability to work both independently and as a member of a team
  • Highly developed cultural awareness and ability to work well with people from diverse backgrounds and cultures
  • Excellent written and verbal English communication skills.
  • Knowledge of Arabic and Somali
  • Genuine interest in and commitment to the humanitarian principles of Action Against Hunger
